Over the objections of CAA, the Los Angeles County Board of Supervisors on Tuesday approved a temporary rent control ordinance for unincorporated areas of the county. The interim rent control measure affects about 50,000 pre-1995 apartments located in areas outside the 88 city jurisdictions within the county. Proponents of an initiative that would clean up Mountain View’s rent control law have submitted thousands of signatures in hopes of placing the measure before voters in November 2020. On Monday, Oct. 8, a coalition of local homeowners, housing providers and residents filed 7,422 signatures with the Mountain View city clerk. Since Measure V brought rent control to Mountain View in 2016, rental housing owners have responded by taking units off the market, making way for million-dollar condominiums. The proposed initiative would encourage owners to continue providing rental housing and protect Mountain View renters from displacement.

CAA members wanting to prevent rent control from taking hold in San Diego County are urged to visit a new website — ProtectOurHousing.com. The website comes from National City Residents for Fair & Equitable Housing, the campaign fighting the rent control initiative on National City’s Nov. 6 ballot. Menlo Park is conducting public outreach on a proposal that would bring a form of rent control to the city. Under a plan pitched by the Menlo Park Housing Commission, rental property owners would be forced to pay relocation payments triggered by a “significant rent increase” or a “landlord-caused termination.” Such requirements would create a form of rent control and just-cause eviction in Menlo Park, respectively. “Not only is this proposal a major hindrance to landlords and a dangerous step towards rent control, but it deviates entirely from the direction the City Council advised upon in January of 2017,” said… Read More

The Palo Alto City Council on Monday made clear, once again, that rent control and “just cause” eviction policies would fail to solve the region’s housing shortage. At the Sept. 10 meeting, the council held firm on its position to reject rent and eviction controls as they did in October 2017. The California Apartment Association is exploring its options after the Los Angeles County Board of Supervisors voted to establish a temporary rent control measure for unincorporated areas of the county. The California Apartment Association is mobilizing its members and coalition partners to help stop a temporary rent control measure from coming to unincorporated areas of Los Angeles County. On Tuesday, Sept. 11, the Los Angeles County Board of Supervisors will decide whether to pursue a temporary 3 percent rent cap for areas of the county that fall outside city jurisdictions. After missing a deadline to place rent control before Sacramento voters this fall, tenant advocates on Thursday submitted signatures in hopes of qualifying their initiative for the March 2020 ballot. Sacramento city officials will now determine whether tenant activists submitted the required number of valid voter signatures to qualify the measure. If the petition is rejected, tenant activists, including members of Service Employees International Union and Alliance of Californians for Community Engagement, would need to start the initiative process over for any chance at making the ballot in 2020.

After resoundingly rejecting rent control and just-cause eviction proposals in October 2017, the city of Palo Alto early Tuesday morning adopted a relocation-assistance emergency ordinance for no-fault evictions. Since the ordinance was adopted as an emergency, it took effect immediately following the City Council’s vote. The new law only applies to rental properties with 50 or more units.
