Tenant activists Thursday conceded that they’d fallen short in their effort to place rent control on Pasadena’s November ballot. To qualify their measure, rent control advocates faced a May 30 deadline to submit at least 12,982 valid voter signatures. On Thursday, rent control supporters announced a final signature count of 10,224. Supporters of the rent control measure, “The Pasadena Fair and Equitable Housing Charter Amendment,” filed their initial paperwork for the ballot measure in November. The initiative sought to bring rent control, “just cause” eviction policies and a rent board to the city.

Rent control activists in National City on Thursday submitted signatures in hopes of placing a rent control measure before voters this November. Rent control activists in the city of Santa Cruz filed signatures in hopes of qualifying a rent control measure for the November ballot. The Movement for Housing Justice submitted over 10,000 signatures, significantly more than the 5,600 required to qualify the measure. The Santa Cruz County Registrar of Voters will now count and check the validity of the signatures, a process that the California Apartment Association will monitor closely.

Election officials will now determine whether a rent control initiative has qualified to appear before Inglewood voters this November. On Tuesday, May 9, price control advocates filed more than 14,000 signatures with the city clerk. After hours of public testimony and debate, the San Jose City Council on Tuesday voted to eliminate RUBS in rent-controlled housing. RUBS is short for ratio-utility-billing systems, which some property owners use to divide utility bills among tenants based on the number of renters in the building or square footage. At Tuesday’s meeting, the council also approved changes to the city’s “just cause” eviction ordinance and an ordinance related to the Ellis Act. The council is expected to formally approve the changes with a another reading of the ordinances May 8.

The California Apartment Association has formed a coalition of housing advocacy groups to defeat a draconian rent control and “just cause” eviction measure proposed for the city of Sacramento. The coalition, Citizens for Affordable Housing, will raise dollars to educate voters on the serious flaws of the proposed Sacramento Renter Protection and Community Stabilization Charter Amendment. In addition, the coalition will work with local housing providers and the city of Sacramento on solutions to increase access to affordable housing for everyone in our community.

The Glendale City Council on Tuesday held off on a proposal that would require owners of rental housing to offer leases to prospective tenants. The council was scheduled to consider a proposed “right to lease” ordinance as an expansion to its just-cause eviction law, which the city passed in 2002.
