Rebuffed at city halls in several Northern California cities, tenant advocates are increasingly turning to the November ballot in their push for strict rent control measures. One week ago, tenant advocates in San Mateo began efforts to qualify a rent control-related ballot measure for the November 2016 election. This filing came just one day after the San Mateo City Council voted 3-2 against rent control and a just-cause eviction policy. Marin County supervisors abandoned plans for a just-cause eviction ordinance this month, opting instead for CAA-supported alternatives, including voluntary rent guidelines and a landlord-incentives program. The decision came Feb. 9 as the county board explored various policy options to preserve affordable housing and prevent resident displacement. Heading into the meeting, the California Apartment Association North Coast objected to two ordinances under consideration. One of them, a just-cause eviction measure, would require rental owners to prove “cause” in court or, in some cases, before a political body whenever needing to remove a problem resident. The Santa Rosa City Council on Jan. 26 held a public study session to discuss rent control and other measures touted as renter protections. The council heard from its hired consultant, who laid out several options for addressing the city’s housing issues, including: Mediation Just-cause eviction Rent stabilization CAA and business coalition partners mobilized approximately 100 stakeholders to attend this meeting, with many speaking out against rent control and just-cause eviction policies. CAA North Coast educating council on ills of punitive policies CAA North Coast eagerly awaits a consultant’s findings — expected to be completed next month — on possible ways to address Santa Rosa’s affordable housing crisis. CAA North Coast has welcomed its new executive director, Mallori Spilker, who is establishing the North Coast government affairs and political action program in Northern Marin and Sonoma counties. The Healdsburg City Council recently issued a Rental Stabilization Advisory to address concerns from the community that were raised regarding substantial rent increases and tenant displacements. The Advisory encourages the following: Property owners not raise rents more than once per year; Increases not exceed 10percent annually; Owners provide residents 90 days’ notice prior to rent increases; When significant work on a rental unit is needed that requires the tenant to move, the tenant is given the first right of return.
