Contra Costa County’s registrar of voters Oct. 13 certified CAA’s referendum to repeal rent control and just-cause eviction in Richmond.
This past summer, Richmond became the first city in California to approve rent control in roughly three decades. A CAA-led effort to collect thousands of signatures prevented Richmond’s rent control and just-cause eviction ordinance from taking effect.
Now that Contra Costa County’s registrar has counted and certified the signatures, it’s up to Richmond City Council members to either repeal the ordinance themselves or schedule the issue for a public vote.
Several cities around the Bay Area this fall are considering the adoption of rent control or making current rent control policies more onerous. Quelling this political movement will take coordination among both California Apartment Association staff and CAA members.
At present, CAA continues its dialogue with elected officials, government staffers and property owners in each of these communities. Among the hottest centers of debate are San Jose, Santa Rosa, San Mateo, Alameda and Mountain View.

The Santa Rosa City Council on Tuesday, Oct. 20, is expected to approve a plan to study whether rent control is a viable option to address Santa Rosa’s housing challenges.
CAA North Coast has been working closely with members, allies, and the city to encourage the Santa Rosa City Council to explore other measures.
CAA strongly opposes rent control and is calling on all rental owners to continue letting the City Council know that rent control is a failed policy.

The Santa Rosa City Council on Tuesday will discuss a proposal that would force owners of rental properties to accept Section 8 vouchers.

The Santa Rosa City Council on Tuesday rejected a temporary rent control measure after giving the public just one day’s notice that it would vote on the proposal.
The council scheduled the vote with just 24 hours public notice by declaring it an “urgency ordinance,” or a law “for preserving the public peace, health or safety.”
An urgency ordinance, which can take effect right away, has a steeper approval threshold — five of seven votes.

The Santa Rosa City Council on Tuesday postponed its vote to ban smoking in multifamily residences, opting instead to rework parts of the proposal so that it’s more amenable to the apartment industry.
The council had received numerous letters from local property owners, and a few voiced their concerns at Tuesday’s meeting.

Proposal needs clarity, consistency before adoption
A proposed ban on smoking in Santa Rosa apartment communities contains an unreasonably aggressive timeline and fails to offer landlords clear direction regarding their responsibilities.
The California Apartment Association is calling on the Santa Rosa City Council to revise the draft ordinance, which it will consider at its meeting next week.

Under legislation expected this year, landlords could be forced to sign government contracts through local housing authorities, use their mandated leases, and accept Section 8 certificates.
The California Apartment Association’s Board of Directors heard about this anticipated bill and several other likely proposals on Feb. 12, during its first meeting of 2015.
