The Fremont City Council on Tuesday will hear a consultant’s report and staff recommendations on rent control and other policy options for addressing rising rents in the city.
The Rental Housing Association of Southern Alameda County, a chapter of CAA, is urging its members to attend the meeting and speak out against the draconian, unnecessary policies being considered.
In addition to rent control, the consultant’s report examines “just cause” eviction policies and possible revisions to the city’s existing rent mediation program.

A CAA-sponsored bill that would raise the voter threshold for approving no-growth measures continued to advance through the Senate this week.
AB 943 by Assemblyman Miguel Santiago, D-Los Angeles, Passed the Senate Governance and Finance Committee on Wednesday on a 6-1 vote.
The bill next heads to the Elections and Constitutional Amendments Committee, where it is scheduled for a hearing on July 12.

The California Apartment Association is mobilizing its members to fight yet another push for stricter rent control in San Jose.
A year after the city lowered its annual cap on rent increases from 8 percent to 5 percent, staff has recommended scrapping the percentage-based cap for a formula based on the rate of inflation. This is the type of formula used in San Francisco.

The La Palma City Council last month approved a moratorium on multifamily development, a move that promises to worsen Orange County’s ongoing housing shortage and keep rental prices rising.
The moratorium, approved June 20, applies to multifamily and commercial projects for which plans had not yet been submitted.

Question: Under a 12-month lease on a single-family home, if a tenant breaks a window and does not repair it after a week or two, can we take the money out of the next rent payment?
Answer: It is better to fix the window, or require the tenant to fix the window with a licensed contractor. If the tenant refuses to pay for or fix the window, serve a three-day notice to perform conditions and/or covenants or quit. If he/she refuses to pay or fix the window in three days, you can commence the eviction.
