A bill cosponsored by the California Apartment Association seeks to streamline the appeals process for affordable housing developers when local governments violate California’s Housing Accountability Act.
Under the state’s Housing Accountability Act, cities and counties are prohibited from rejecting affordable housing developments unless certain conditions exist. Yet officials frequently reject projects in defiance of the law. The story usually stops there. Most developers are reluctant to challenge a city or county in court because of the required time, expenses, and uncertainty.

The California Apartment Association this year is again sponsoring legislation to put a dent in the state’s ongoing housing shortage.
One of the bills, SB 621 by Sen. Susan Eggman, D-Stockton, would encourage the conversion of vacant hotels and motels into multifamily housing.

Gov. Gavin Newsom’s budget blueprint for 2020-21 includes several proposals that could help Californians recover financially from the COVID-19 pandemic.

Fresno Mayor Lee Brand, along with community groups across the Central Valley, have joined the opposition to Proposition 21, the extreme rent control measure going before California voters on Nov. 3 ballot.

Two of California’s leading senior citizen organizations announced this week their opposition to Proposition 21, the extreme rent control measure on November’s statewide ballot.
The Congress of California Seniors and the California Seniors Advocates League say Proposition 21 would make it more difficult for seniors to find affordable housing. The proposition would cause this by slowing the construction of new projects and reducing the number of properties on the market to rent. Selling rental properties in California will take significantly longer if a bill introduced this month becomes law.
Under AB 1703 by Assemblyman Richard Bloom, D-Santa Monica, tenants and certain community groups would have the right to make an offer to buy rental housing before any other prospective buyers.

In a decision that could have statewide implications, the California Energy Commission on on Feb. 20 approved an alternative way for developers of low-rise apartment buildings in Sacramento County to comply with the state’s new solar power mandate.
As of Jan. 1, state regulations have required that most new homes, including low-rise apartment buildings, be equipped with rooftop solar power.
