California lawmakers have introduced the first of many bills anticipated this year to encourage, mandate and even enforce housing production in cities and counties.
Revisiting a priority from 2016, Gov. Jerry Brown’s budget proposal takes on California’s housing shortage with a plan to curtail local hurdles to residential development.
“What we can do is cut the red tape, cut the delays, cut whatever expenses we can afford to do to make housing more affordable,” Brown said, according to the Sacramento Business Journal.
As in past years, Brown took a cautious approach to the state’s fiscal blueprint, which comes to $177.1 billion, citing concerns that a future economic downturn would sap state tax revenue.

For two new state senators, addressing California’s housing crisis has emerged as an early legislative priority.
Shortly after being sworn in this month, Sens. Scott Wiener and Toni Atkins introduced separate bills to bolster the state’s affordable housing stock.
Although still being fleshed out, Senate Bill 35 by Wiener, D-San Francisco, would encourage cities to approve residential developments, particularly those with affordable housing. The Sebastopol City Council on Tuesday will decide whether to extend its temporary rent control ordinance by six months.
If the council approves the extension, all Sebastopol multifamily housing providers with units built before 1995 will face a 3 percent limit on annual rent increases until May 2017.
The California Apartment Association is calling on its members to attend the Dec. 6 meeting. The meeting is scheduled to begin at 6:30 p.m. at the Sebastopol Youth Annex/Teen Center, 425 Morris St.

Gov. Jerry Brown has signed into law a pair of bills that will help chip away at the state’s housing shortage by making it easier to build in-law units on residential lots.
The bills include CAA-sponsored AB 2299 by Assemblyman Richard Bloom, D-Santa Monica, as well as SB 1069 by Sen. Bob Wieckowski, D-Fremont. Under the bills, local governments will lose the ability to mandate additional parking for second units when the units are within one-half mile of public transportation or ride-share parking areas.
Gov. Jerry Brown has signed into a law a bill that will allow groups like CAA to sue local governments when they deny housing projects in violation of state law.
AB 2584 by Assemblyman Tom Daly, D-Anaheim, is among one of four housing-production bills sponsored by the California Apartment Association this year. Brown has until the end of September to decide on the remaining bills.
