The California Legislature ended its two-year session having sent all four of CAA’s housing-supply bills to the governor’s desk, as well as a number of other positive proposals for the rental housing industry. A pair of housing-supply bills supported by the California Apartment Association advanced this week to the governor’s desk. Now awaiting Gov. Brown’s signature are AB 2584, which would expand enforcement of the Housing Accountability Act, and AB 2208, which would require that,  before construction, rooftops of public buildings be offered to private or nonprofit developers for the construction of affordable housing. AB 2584 is one of four housing-supply bills sponsored by CAA this year and the first to reach Brown. A CAA-sponsored bill to speed up the approval process for housing has won approval from the Senate Appropriations Committee. AB 2180 by Assemblyman Philip Ting, D-San Francisco, passed the committee on a 5-0 vote, with two abstentions. The bill proposes to expedite the building permit process by shortening the number of days that a local government must take to approve a new housing project. AB 2180 now goes to the Senate Floor where it will be voted on within the next several weeks. It is one of four housing production bills sponsored by the California Apartment Association this year. Following mandates under the state election code, city councils for San Mateo and Burlingame on Monday voted to place rent control on their respective ballots in the November election. As reported last month at caanet.org, election officials had confirmed that rent control advocates in San Mateo collected the 7,119 signatures required to place the initiative before voters. As required by state law, the City Council voted to place the issue on the Nov. 8 ballot. A ballot measure that would provide a greater variety of affordable housing options in Healdsburg is heading to voters this fall. The City Council on July 18 voted to place the Healdsburg Housing Measure on the November ballot. At numerous community outreach meetings over the past two years, Healdsburg residents have repeatedly requested changes to the city’s Growth Management Ordinance, or GMO, which was adopted in 2000. The California Apartment Association supports the Healdsburg Housing Measure, which would help provide the city with a greater variety of housing, such as multi-family rental units, small-lot and higher-density projects.
