Rental housing providers and residents can now begin applying for Covid-19-related rental assistance through the State of California. The program, administered by the California Department of Housing and Community Development, will pay landlords 80% of the past due rent owed between April 1, 2020, and March 31, 2021, by eligible households. President Biden on Thursday signed a Covid-19 stimulus package – labeled the American Rescue Plan — that will earmark an additional $2.2 billion in emergency rental assistance for California. Besides the rent relief, California is expected to receive $1.2 billion in homeowner assistance, $590 million in funding to address homelessness, as well as money for areas including schools, vaccines and transit systems.

In some cities and counties, rental housing providers and residents can begin applying for funding now through a local rental assistance program. A ruling by a Texas judge finding the CDC’s COVID-19 eviction ban to be unconstitutional won’t affect the various eviction moratoria in California. The ruling by U.S. District Judge J. Campbell Barker concludes that the Centers for Disease Control lacked the Constitutional authority to ban residential evictions. “The federal government cannot say that it has ever before invoked its power over interstate commerce to impose a residential eviction moratorium,” Barker wrote in a ruling Thursday, as reported by Bloomberg. Follow-up legislation signed by Gov. The city of Davis has unveiled a grant program to support residents at risk of displacement due to non-payment of rent related to the COVID-19 pandemic. The Emergency Tenant Based Rental Assistance Grant Program also aims to offset corresponding lost revenue experienced by landlords. Funds are being awarded to Davis rental households on a first-come, first-served basis upon receipt of a complete application.
