The California Apartment Association will hold a webinar next week to help rental housing providers navigate the state’s Rental Assistance Payment Program, which will begin taking applications by mid-month.
You can now register for the webinar at one of two timeslots: 11 a.m. or 3 p.m. Thursday, March 11.
The application process for the Rental Assistance Payment Program will open by March 15, 2021. The program, administered by the California Department of Housing and Community Development, will pay landlords 80% of the past due rent owed by eligible households.

At-risk youth in Orange County can resume in-person programming, thanks to a donation of personal protective equipment by the California Apartment Association and Anaheim Mayor Pro Tem Steve Faessel.

Follow-up legislation signed by Gov. Newsom today clarifies what legislators and the governor promised: Landlords will be paid a full 80% of the rent owed during the COVID-19 pandemic.
Previously signed legislation, SB 91, was not clear on this point, providing that landlords would be paid “up to” 80%. At the request of the California Apartment Association, legislators created AB 81 to clarify the law.

Los Angeles County this month will begin holding a series of stakeholder meetings where rental property owners can discuss the impacts of the county’s eviction moratorium on their rental business.
The moratorium applies to most cities in the county, although it excludes the city of Los Angeles.
The first meeting runs from 10:30 a.m. to noon Thursday, Feb. 25, and will include updates on the following:

The California Apartment Association this week published compliance materials to help housing providers navigate San Jose’s new rent-freeze ordinance.
On Feb. 2, the San Jose City Council unanimously prohibited rent increases for residents in rent-controlled apartments who have experienced COVID-related financial hardships. The ordinance will run through June 30 unless extended.
To qualify for the rent freeze, these residents must give their landlords a declaration of COVID-19 related financial distress. The Marin County Board of Supervisors will consider adopting a rent freeze in two census tracts with significant impacts from COVID-19.
If the board adopts the measure, all properties within Census Tract 1290 (Marin City) and Census Tract 1330 (Northern West Marin) will be subject to the rent freeze.
The California Apartment Association is mobilizing members to oppose this move.

The Sonoma County Board of Supervisors on Tuesday will consider banning nearly all evictions in the county.
Under the ordinance, landlords would be unable to terminate tenancies for lease violations, for owner move‐ins, or even to quit the rental housing business under the Ellis Act.
