Costa Mesa has become the latest city in Orange County to launch a rental assistance program to help tenants affected by COVID-19. The San Mateo County Board of Supervisors has adopted a grant program to provide relief to landlords who’ve experienced lost rent due to the COVID-19 pandemic. The California Apartment Association helped develop the Small Residential Property Owners Program, which supervisors adopted Sept. 15. The program will assist landlords in recouping rental income that’s gone unpaid during the county-enacted eviction moratorium from March through August.

Banks on April 3 started processing applications from small businesses seeking paycheck-protection assistance under the $2.2 trillion stimulus package signed into law last week, according to Treasury Secretary Steve Mnuchin. The Coronavirus, Aid, Relief, and Economic Security Act (CARES Act) features a program to provide cash-flow assistance to small businesses with 500 or fewer employees, including sole proprietors, independent contractors, and self-employed persons. Oakland’s new ban on criminal background checks during tenant screening has prompted the California Apartment Association to explore its legislative and legal options for providing liability protection to landlords. Under Oakland’s Fair Chance Housing Ordinance, property owners are prohibited from conducting criminal background checks or asking prospective tenants whether they have a criminal record at any time during the application process.

The city of Oakland has preliminarily approved an ordinance that would prohibit landlords from conducting criminal background checks or asking prospective tenants whether they have a criminal record at any time during the application process. The California Apartment Association has introduced a new, more logical system for numbering all its forms.   The association’s more than 270 forms are now numbered to correspond with the order in which they are used. Legislation proposed in the state Assembly would regulate the timing of criminal background checks during the tenant-application process and limit the use of criminal records in denying applications. AB 53 would prohibit rental property owners from asking any questions about a prospective renter’s criminal history during the “initial application assessment phase” of tenant screening, unless otherwise required by federal or state law. The bill comes from Assemblymen Reginald Jones-Sawyer, D-Los Angeles, and Rob Bonta, D-Alameda.
