The California Apartment Association applauds the governor and state Legislature for approving AB 101, a budget trailer bill expected to make headway against both the housing and homelessness crises. Passed by lawmakers earlier this summer and signed by the governor last week, the bill will provide dollars for housing while imposing penalties against cities that refuse to build their fair share of homes. When lawmakers return from their summer recess Monday, they’ll have an opportunity to build on the strengths of this “carrot and stick” approach to housing production.

A state senator’s bid to boost multifamily construction near transit and job centers has already gotten farther than a similar proposal by the lawmaker last year. On Tuesday, the Senate Housing Committee approved SB 50 by Sen. Scott Wiener, D-San Francisco, on a 9-1 vote. It is a retooled version of last year’s SB 827, which failed passage. California’s new governor is taking a multi-pronged approach to the state’s housing crisis that would remove barriers to construction, add financial incentives for cities and counties to build, and bring heftier penalties to those that don’t build their fair share. In total, Gov. Gavin Newsom’s proposed budget includes $7.7 billion across multiple departments and programs to address housing and homelessness issues across the state.

A bill aiming to help moderate-income families — or the “missing middle” — find housing within their price range continues to advance in the Legislature. Last week, AB 3152 by Assemblyman David Chiu, D-San Francisco, won unanimous passage in the Assembly Housing and Community Development Committee and now heads to the Appropriations Committee.

A pair of bills have emerged in the Legislature this year to help California college students secure housing near campus without breaking their budgets. SB 922 by Sen. Janet Nguyen, R-Garden Grove, focuses on turning surplus property near college campuses into housing for college students. It would authorize the California Department of General Services to offer unused properties within two miles of any University of California, California State University or California community college to local governments or nonprofits for the construction of such housing.

The California Apartment Association is closely monitoring a newly formed coalition that’s working to bring rent control to the city of Sacramento. The coalition, Housing4Sacramento, includes groups that champion tenant rights, organized labor, socialism and subsidized housing.

A Berkeley radio talk show Tuesday morning highlighted a CAA-sponsored bill that would make it more difficult to pass certain no-growth measures at the ballot box. The talk show, KPFA’s UpFront, featured the bill’s author, Assemblyman Miguel Santiago, D-Los Angeles. AB 943, sponsored by the California Apartment Association, would raise the voter threshold for approving local, citizen-driven no-growth ballot measures in large cities and counties.

A bill heading to the Assembly floor would create a streamlined approval process for housing in cities that are not meeting their housing goals. SB 35 by Sen. Scott Wiener, D-San Francisco, on Wednesday passed the Assembly Committee on Local Government and is now in the Assembly Rules Committee. “SB 35 will make it easier and faster to build housing throughout California and will stop the obstruction of housing that is all too common in California,” Wiener has said in a news release.
