A CAA-sponsored bill that would boost construction of micro apartments — especially in areas near public university campuses and public transit — has passed the Senate Committee on Governance and Finance. The bill, AB 352  by Assemblyman Miguel Santiago, D-Los Angeles, next headed to the Senate Appropriations Committee.

A bill heading to the Assembly floor would create a streamlined approval process for housing in cities that are not meeting their housing goals. SB 35 by Sen. A CAA-supported bill that would streamline the approval process for residential development passed the Assembly Natural Resources Committee on Monday. Under SB 540 by Sen. Richard Roth, D-Riverside, cities would identify locations for new housing, adopt specific upfront plans, conduct necessary environmental reviews and foster public engagement.

The La Palma City Council last month approved a moratorium on multifamily development, a move that promises to worsen Orange County’s ongoing housing shortage and keep rental prices rising. The moratorium, approved June 20, applies to multifamily and commercial projects for which plans had not yet been submitted.

The San Mateo City Council on Monday preliminarily approved a ban on smoking medical marijuana in multifamily communities. The city already banned smoking in apartments but until now made an exception for medical marijuana.

A bill that would crack down on rental property owners who discriminate against tenants based on immigration status passed out of the Senate Judiciary Committee this week. The committee’s 5-2 approval of AB 291 on Tuesday means the bill, by Assemblyman David Chiu, D-San Francisco, will likely head to the Senate floor within the next two weeks. The bill advanced to the Senate one month ago following approval by the full Assembly.

Amid strong opposition from the California Apartment Association, the Milpitas City Council on Tuesday backed away from a proposal to order immediate eviction controls for the city’s entire rental housing stock. The emergency just-cause eviction ordinance proposed for Milpitas would have applied to all rental housing in the city, regardless of size, type or year built.
