California property owners would have to allow tenants to smoke marijuana in rental units under possible changes to fair housing laws.
They also would face unreasonable occupancy standards — ones similar to the Uniform Housing Code’s maximum occupancy. And any request for an assistive animal or companion animal would be presumed reasonable.
These are among several ideas being floated by the California Fair Housing Council and of great concern to the California Apartment Association.

The California Apartment Association is preparing to fight what’s almost certain to be a major statewide, legislative push to broaden the reach of rent control.
The rent control debate heads to the Capitol after a number of cities have considered either introducing or expanding the policy.

It’s only natural for the people of Fresno to experience outrage over the conditions at Summerset Village apartments.
More than a thousand residents went for weeks without heat and hot water. A number of code violations exist, and apartment residents should never have to withstand Third World living conditions –especially in the largest city in California’s Central Valley.
The residents at Summerset Village endured hardships at no fault of their own, and the Fresno community, including responsible rental housing owners and managers, are embarrassed about the substandard conditions.

Two months after winning big at CAA’s Mission Awards, Broadstone Balboa Park is in the news for promoting kindness among its residents.
In October, the Alliance Residential community won a Mission Award in the Property of the Year 1-250 category.
And now, ABC News is recognizing Broadstone Balboa Park’s “12 Acts of Kindness” campaign, which ran for 12 days this month.
This ABC News story says residents documented their good deeds with the hashtag #BroadstoneRAK.
The story also recognizes Assistant Manager Lucas Roof, who participated in the campaign.

When tenants want to place clotheslines outside, landlords have plenty of discretion.
Under Assembly Bill 1448, they can require that clotheslines be kept in a private area and even dictate the look of the drying devices.

CAA North Coast educating council on ills of punitive policies
CAA North Coast eagerly awaits a consultant’s findings — expected to be completed next month — on possible ways to address Santa Rosa’s affordable housing crisis.
On Oct. 20, 2015, the Santa Rosa City Council voted 4-3 to hire the consultant, who is examining three possible approaches to the city’s housing issues: rent control, just‐cause eviction rules, and a process to provide mediation and arbitration between rental property owners and their residents.
