Legislation approved last year will make it easier to determine allowable annual rent increases under AB 1482, the Tenant Protection Act of 2019.
The Tenant Protection Act restricts rent increases in any 12-month period to no more than 5% plus the percentage change in the cost of living (CPI), or 10%, whichever is lower. The law defined the “percentage change in the cost of living” as the percentage from April 1 of the prior year to April 1 of the current year. CAA has sponsored a Rental Housing Relief Package that would provide emergency assistance to owners and tenants financially injured by COVID-19. These are the only bills in the California Legislature that would provide direct financial resources for both landlords and tenants.
SB 1410 (Caballero) – COVID-19 Emergency Rental Assistance Program – would provide rental payments for tenants unable to pay their rent because of COVID-19 hardships.
SB 1431 (Glazer) – Property Reassessment – would allow for an earlier reassessment of residential rental property that’s lost value because of COVID-19 related tenant protections, such as eviction controls and rent freezes.

A bill working its way through the California Legislature would create a $500 million tax credit aimed at keeping housing affordable.
AB 2058 by Assemblyman Jesse Gabriel, D-San Fernando Valley, would create the Affordable Housing Preservation Tax Credit to incentivize property owners planning to sell rental housing or mobile-home parks to prioritize selling to experienced affordable housing entities that will keep the units affordable.

The California Apartment Association has confirmed that Assembly Republican Leader Kristin Olsen will speak at CAA’s Legislative Conference.
Olsen, who represents the 12th Assembly District in the Central Valley, is the first mother of school-aged children to lead either a Republican or Democratic caucus in the California Legislature, according to her website.
The lawmaker, first elected to the Assembly in 2010, became chief Republican whip in her first term. In 2012, the Regional Council of Rural Counties named her Legislator of the Year.
