Pomona has become the latest Southern California city where tenant activists say they haven’t collected enough signatures to qualify a rent control measure for November’s ballot. Tenant activists in Pomona were unable to collect the 6,256 valid voter signatures needed to qualify their measure for the fall election. Signature drives to place rent control before voters this fall also have come up short in Long Beach and Pasadena, while campaigns remain active in Glendale, Santa Ana, Inglewood and National City. Although not on the agenda, arguments over rent control dominated the discussion Wednesday at a San Diego City Council committee meeting. Scores of public speakers – both for and against rent control – appeared before the Smart Growth and Land Use Committee, which includes four City Council members. The meeting was designed to focus on anti-displacement, Section 8 vouchers and issues surrounding the expiration of San Diego’s affordable housing stock. That didn’t matter to San Diego Tenants United, a media-savvy but hastily organized tenant-advocacy group that took an aggressive stance in hijacking part of Wednesday’s discussion.

CAA, City Council partner to adopt balanced housing measures  The City Council in Redwood City on Monday, March 26, unanimously reaffirmed its opposition to rent control and its commitment to balanced housing policy solutions to address the needs of both renters and rental housing providers. The city of Long Beach this month updated its land-use policies, allowing higher-density housing to be built in certain areas of the city. The changes come through an updated land-use element, which the City Council approved on March 6 following a long and contentious meeting. The land-use element, or LUE, is part of the city’s General Plan, a development and planning document required by the state. The city last updated the LUE in 1989, and since then, Long Beach has added over 44,000 residents. The Sacramento City Council early this month is expected to approve changes to the annual fire-prevention fee for multifamily properties with three or more units. If approved, the new annual fees will be $40 to $808, depending upon the number of units at the property. California Apartment Association staff persuaded city fire officials to reduce some of the increases while securing support for improvements to the overall program.

The Santa Rosa City Council scrubbed a scheduled vote on eviction controls this week, citing a conflict of interest among three council members. The council Tuesday took no action on a proposed urgency ordinance that would have immediately imposed just-cause eviction regulations in the city.

The Santa Cruz City Council next week is poised to consider rent control as a possible way to address the city’s housing crisis. Rent control is included as a policy option in a staff report called “Santa Cruz Voices on Housing: Fall 2017 Community Engagement Report,” and on Tuesday, the council is scheduled to discuss the document.

The Redwood City City Council on Monday unanimously approved an ordinance prohibiting smoking in multifamily communities. The ordinance applies to properties with more than two units and includes a ban on smoking inside units and all common areas. The smoking ordinance will officially take effect Jan. 1, 2019, for existing units and Jan. 1, 2018, for newly constructed units with a certificate of occupancy after Jan. 1, 2018. CAA Tri-County does not oppose the efforts to promote smoke-free housing and protect residents from secondhand smoke.
