Long Beach on Tuesday launched its $30 million COVID-19 emergency rental assistance program.
The program is part of the Long Beach Recovery Act and will help both renters and small property owners struggling to pay their mortgages.
“We know the pandemic has caused massive hardships for local residents who are struggling to pay the bills,” Mayor Robert Garcia said in this news release. “We are hopeful this new program will help thousands across the city.”

The California Apartment Association today welcomed Gov. Gavin Newsom’s plan to fully reopen the state’s economy in a little more than two months.
Newsom announced the reopening plan for California this week, saying a full reopening will occur on June 15, so long as the state has a sufficient vaccine supply for those 16 and older, and hospitalization rates are stable and low.

In response to the COVID-19 pandemic, the San Diego County Board of Supervisors on Tuesday will consider a countywide eviction moratorium and rent cap.
The California Apartment Association is calling on rental housing providers to oppose the measure, which would apply both in unincorporated areas and within each city.
State lawmakers have already passed legislation to prevent evictions during the pandemic, namely the COVID-19 Tenant Relief Act of 2020. Moreover, in 2019, the Legislature passed a statewide rent cap via AB 1482.

The Centers for Disease Control and Prevention has extended its COVID-19 eviction moratorium through June, although the move is not expected to have much effect on California, which has its own, arguably more stringent eviction moratorium.
The CDC eviction moratorium had been set to expire at the end of March. With the extension, it’s now set to lapse June 30, the same day California’s eviction ban is scheduled to sunset.

Gov. Newsom on Thursday allowed statewide protections against rent-gouging triggered by the COVID-19 state of emergency to lapse, however, other protections against raising rents by more than 10% – triggered by other emergency declarations – remain in effect.
The rent-gouging protections that expired stem from Newsom’s COVID-19 emergency declaration issued one year ago today.

Follow-up legislation signed by Gov. Newsom today clarifies what legislators and the governor promised: Landlords will be paid a full 80% of the rent owed during the COVID-19 pandemic.
Previously signed legislation, SB 91, was not clear on this point, providing that landlords would be paid “up to” 80%. At the request of the California Apartment Association, legislators created AB 81 to clarify the law.
