Thanks to the advocacy work of its members, the California Apartment Association now has more time to educate Los Angeles city officials about the problems of expanding their “just cause” eviction policies.
On Thursday, the L.A. City Council’s housing committee was scheduled to consider applying the city’s “just cause” eviction rules to all housing in the city, including condos and single-family homes.
The committee, however, tabled that decision after hearing from thousands of CAA members.

A CAA-sponsored bill that would help landlords recover rent lost to the COVID-19 crisis — while also guarding tenants against mountains of rent debt — has passed its first hearing.
The Senate Housing Committee on Wednesday approved SB 1410 by Sen. Anna Caballero, D-Salinas, and Sen. Lena Gonzalez, D-Long Beach, on a 10-0 vote.
“SB 1410 is critical to the financial security and well being of California’s renters who by no fault of their own, lost or had significant reductions in their incomes as a result of this pandemic,” Caballero told the committee.

When San Jose’s COVID-19 eviction moratorium ends, tenants who’ve fallen behind on their rent due to the virus will have six months to pay half of their rent debt and another six months to cover the rest.
The changes, secured by the California Apartment Association, came by a unanimous vote Tuesday night. CAA’s work is also expected to result in lower city fees for landlords.
The eviction moratorium does not suspend the obligation of rent but prohibits eviction of renters unable to pay their rent for as long as the eviction moratorium is in effect.

The California Apartment Association has defeated a proposal to extend Los Angeles County’s emergency eviction moratorium until Aug. 31.
The Board of Supervisors this week instead extended the moratorium until June 30. It can then be extended on a month-by-month basis.

The San Jose City Council next week is expected to consider an ordinance that would freeze rents on all rent-controlled units for the rest of the year.
At this week’s meeting, the council directed the city attorney to return Tuesday, April 21, with an ordinance that:

The Los Angeles County Board of Supervisors on Tuesday voted to give tenants a full year to cover rent that goes unpaid because of COVID-19.
An earlier version of the moratorium had a six-month pay-back deferral period.
The board also relaxed requirements that tenants show documentation of a COVID-19 related financial hardship, allowing renters to “self certify” their inability to pay rent.

A bill in response to COVID-19 would allow the courts to force rental property owners in California to reduce rents by 25%.
The bill, AB 828 by Assemblyman Phil Ting, D-San Francisco, also would force landlords to subsidize the rents of their tenants.

With COVID-19 prompting layoffs and job cuts across
California, though, many tenants won’t be able to pay it.
In these cases, the California Apartment Association urges landlords to respond
with patience and compassion.
Owners who haven’t already done so are encouraged to provide their tenants with the association’s sample letter on rent payments, which offers guidance to tenants unable to pay rent because of COVID-19. CAA also offers a form that can be used to create a back-rent payment plan for when the crisis subsides. After Sacramento County issued a “stay at home” directive Tuesday, the Sacramento City Council unanimously adopted an emergency ordinance temporarily banning the eviction of tenants unable to pay rent due to a loss of income caused by COVID-19.
The ordinance took effect immediately and will run until the governor’s executive order N-28-20 issued Monday terminates May 31, unless it is extended. In the city of Long Beach, planning a major
renovation project is no longer enough to terminate a tenancy. Now, city
landlords must also have a permit in-hand before proceeding with this type of
eviction — a requirement that could delay remodeling projects.
The city of Los Angeles also is pursuing this
type of ordinance.
Under AB 1482, the newly imposed statewide rent cap and “just cause” eviction law, landlords can file no-fault evictions for a few select reasons, including to perform substantial renovations to their properties.
