In its continued effort to address the state’s housing shortage, the California Apartment Association has sponsored legislation to help streamline the conversion of mixed-use commercial space into accessory dwelling units. SB 778 by Sen. In response to the COVID-19 pandemic, the San Diego County Board of Supervisors on Tuesday will consider a countywide eviction moratorium and rent cap. The California Apartment Association is calling on rental housing providers to oppose the measure, which would apply both in unincorporated areas and within each city. State lawmakers have already passed legislation to prevent evictions during the pandemic, namely the COVID-19 Tenant Relief Act of 2020. The California Apartment Association has defeated an initiative in Tuesday’s election that would have imposed rent control and just-cause eviction policies in Burbank. As of Wednesday morning, Burbank voters had rejected Measure RC with 63.5% of the vote. By stopping Measure RC, CAA has protected Burbank’s rental housing industry from a severe form of rent control tied to inflation on pre-1995 multifamily housing. Banks on April 3 started processing applications from small businesses seeking paycheck-protection assistance under the $2.2 trillion stimulus package signed into law last week, according to Treasury Secretary Steve Mnuchin. The Coronavirus, Aid, Relief, and Economic Security Act (CARES Act) features a program to provide cash-flow assistance to small businesses with 500 or fewer employees, including sole proprietors, independent contractors, and self-employed persons. Thanks to swift opposition led by CAA’s North Bay Division, the Healdsburg City Council this month rejected an ordinance that would have brought a form of rent control to the city. The proposal would have forced a landlord to pay up to $7,000 in penalties to any tenant who moves because of a “no fault” eviction or a rent increase greater than 10 percent. The ordinance came in response to a new property owner whose plans for major renovations to a small apartment building would force current residents to relocate.

After missing a deadline to place rent control before Sacramento voters this fall, tenant advocates on Thursday submitted signatures in hopes of qualifying their initiative for the March 2020 ballot. Sacramento city officials will now determine whether tenant activists submitted the required number of valid voter signatures to qualify the measure. If the petition is rejected, tenant activists, including members of Service Employees International Union and Alliance of Californians for Community Engagement, would need to start the initiative process over for any chance at making the ballot in 2020.

A petition to put rent control on the November ballot in Santa Rosa has failed to qualify. On Friday, the Santa Rosa city clerk announced that the petition fell short of the required number of valid signatures needed to place the measure on the Nov. 6 ballot. To qualify the initiative, tenant advocates needed to submit 8,985 valid voter signatures. Los Angeles County supervisors have pulled a temporary rent control ordinance from next week’s meeting agenda. Supervisors had been scheduled to consider a moratorium on rent increases over 3 percent in unincorporated areas of Los Angeles County, however, Supervisor Sheila Kuehl had the item removed from Tuesday’s lineup. Rather than enacting a rent freeze, the supervisor has decided to bring the proposal back to city staff and is expecting a report in the coming weeks. The California Apartment Association has been mobilizing members to oppose the temporary rent cap.

Tenant activists Thursday conceded that they’d fallen short in their effort to place rent control on Pasadena’s November ballot. To qualify their measure, rent control advocates faced a May 30 deadline to submit at least 12,982 valid voter signatures. On Thursday, rent control supporters announced a final signature count of 10,224. Supporters of the rent control measure, “The Pasadena Fair and Equitable Housing Charter Amendment,” filed their initial paperwork for the ballot measure in November. The initiative sought to bring rent control, “just cause” eviction policies and a rent board to the city.
