Gov. Newsom this week signed legislation that will provide dollars for housing while also imposing penalties against cities that refuse to build their fair share.
The legislation, Assembly Bill 101, is a
trailer bill, meaning it followed the main budget bill already signed by the
governor this summer.
Among other things, the bill specifically
allows for fines of up to $100,000 per month if a city fails to comply with the
state’s housing element law. That law mandates that cities plan for and deliver

A newly introduced bill would authorize California tenants to use their rental units to provide shelter for people facing homelessness.
Although the bill has not yet been finalized, AB 1188 by Assemblyman Jesse Gabriel, D-Van Nuys, is expected to authorize renters to house an individual or family at risk of homelessness for up to 12 months, even if doing so would violate the lease.

The Long Beach City Council on Tuesday voted unanimously to have city staff identify a permanent funding source to combat homelessness and promote affordable housing.
Under the proposal from Councilman Rex Richardson, the city will begin exploring potential funding sources.
The California Apartment Association has supported such efforts previously, including Measure H in Los Angeles County and Measure HHH in the city of Los Angeles.

A 3-mile stretch of biking trails along the Santa Ana Riverbed near Angel Stadium has long been an encampment site for Anaheim’s homeless population.
Over the past three years, however, the site’s population has increased exponentially. Estimates now put the homeless population along the riverbed path at between 500 and 1,000.
On Jan. 22, the county began clearing out the camp. The idea was to prevent a health crisis like the Hepatitis C outbreak caused by unsanitary conditions at a homeless camp last year in San Diego.

After hearing from CAA, the city of Anaheim’s Homeless Policy Working Group removed rent control as a possible solution to end homelessness.
During public comment Nov. 3, CAA addressed the Working Group about the ill-effects of rent control and the negative consequences that such a policy would bring.
