Although Culver City approved a rent control ordinance this week, it won’t be quite as stringent as first proposed. The City Council voted 4 to 1 Monday to approve the ordinance on a first reading. The council is expected to formalize its approval of the ordinance with a second reading Sept. 28, making Culver City one of roughly 20 jurisdictions in California with long-term local rent control laws. Click for chart. CAA also is reviewing a citizens’ ballot measure appearing before voters this November, Measure B, that would require voter approval of rent control.

AB 1482, or the Tenant Protection Act of 2019, imposes “just cause” for eviction requirements on many residential rental properties in California. Thanks to the advocacy work of its members, the California Apartment Association now has more time to educate Los Angeles city officials about the problems of expanding their “just cause” eviction policies. On Thursday, the L.A. City Council’s housing committee was scheduled to consider applying the city’s “just cause” eviction rules to all housing in the city, including condos and single-family homes. Owners of rent controlled housing in unincorporated areas of Los Angeles County will be hit the hardest under newly approved rental registration fees. The annual fees include $90 for buildings covered by the county’s rent control ordinance and $30 on all other buildings. The county Board of Supervisors approved the charges Tuesday, despite opposition from the California Apartment Association. The fees apply in areas of the county that aren’t in any city jurisdictions.

The Concord City Council plans to eliminate its Rent Review Program this summer, saying the nonbinding mediation program is no longer needed given the statewide rent cap under Assembly Bill 1482. The council on Feb. 11 also expressed an interest in increasing relocation assistance for no-fault evictions, as well as mandating that landlords offer one-year leases. A proposal to apply AB 1482’s “just cause” for eviction policies at the beginning of a tenancy, instead of after one year, failed to move forward.

Citing the passage of AB 1482, the Larkspur City Council earlier this month rejected proposals to institute local “just cause,” rent control and rent-registry ordinances. An urgency “just cause” ordinance that would have placed immediate restrictions on tenancy terminations has failed to get the required supermajority vote of the Vallejo City Council. On Tuesday, only four of the seven council members voted for the measure, and five votes are needed to pass any urgency ordinance that takes effect immediately.
