Despite
strong opposition from the California Apartment Association, the San Rafael
City Council passed a “just cause” eviction and mandatory-mediation ordinance Monday
on a 3-1 vote.
The just-cause eviction
ordinance will prevent landlords from terminating tenancies without
proving that a specified cause exists. Such policies drag out the eviction
process and make it more difficult and costlier to terminate tenancies.
Mandatory mediation will be required
for rental increases exceeding 5 percent over a 12-month period and will
include single-family homes.
Tenant activists are again attempting to place a rent
control measure before voters in Pasadena.
Rent control proponents last month announced they would
attempt to qualify an initiative for the November 2020 ballot. Although the measure
currently lacks details, tenant activists hope to cap rents at the rate of
inflation and include a “just cause” eviction policy in the measure, according
to LAist.
The Pasadena Tenant Justice Coalition is behind the latest

A grassroots campaign led by the California Apartment
Association has helped stop a tenant-unionizing bill that sought special
protections for renters’ rights groups.
SB 529 by Sen. Maria Elena Durazo, D-Los Angeles, died on the Senate floor this week, lacking the votes needed to proceed to the Assembly.

The California Apartment Association has stopped a bill that
would have imposed “just cause” eviction controls across California.
On Thursday, AB 1481 died for the year, lacking the votes needed to win full Assembly approval by this week’s deadline.
CAA led a strong grassroots campaign to defeat the bill.
At its Legislative Conference, the California Apartment
Association spent Wednesday morning providing a crash course on the most significant
legislation facing the rental housing industry in 2019.
By the afternoon, more than 400 rental housing professionals,
thoroughly prepped by CAA’s public affairs team, were ready for their walk to
the Capitol, where they went from office to office, advocating for their

The
California Apartment Association is exploring its options after the El Cerrito
City Council on Tuesday granted preliminary approval to a “just cause” for
eviction ordinance on a 3-2 vote.
Council
members Janet Abelson and Gabe Quinto voted against the ordinance. A proposal
to create a rent registry also won approval on a 4-1 vote, with Quinto
dissenting.
The council must
formalize approval of the measures with a second vote, expected on May 21. In
the meantime, CAA is evaluating all avenues for a reconsideration.

Despite
opposition from CAA, a pair of “just cause” for eviction bills advanced this
week from the Assembly Judiciary Committee.
The bills, AB 1481 by Assemblyman Rob Bonta, D-Alameda, and AB 1697 by Assemblyman Tim Grayson, D-Concord, have now gone to the Assembly floor.
Both Grayson’s and Bonta’s proposals would limit evictions to certain causes, such as failure to pay rent, a substantial breach of the lease, or use of the property for illegal activity. Proving criminal activity, however, often requires testimony from third‐party witnesses who may be reluctant to come forward.
Over the objections of CAA, the Inglewood City Council on Tuesday agreed to pursue a permanent rent control ordinance, “just cause” eviction policies, and a relocation assistance program tied to rent increases.
The council advanced these policies one week after extending a temporary rent control and just-cause measure for an additional 60 days. The interim ordinance caps rent increases at 5%.
Under the permanent rent control ordinance, rent increases would be limited to 8% each year.
