A second federal judge has challenged the CDC’s nationwide eviction moratorium, but the ruling won’t change anything about California’s COVID-19 eviction restrictions. On March 10, a federal judge in Cleveland concluded that the Centers for Disease Control and Prevention exceeded its authority by imposing its nationwide eviction ban. In February, a federal judge in Texas also found that the CDC lacked the power to prohibit evictions, saying only states and local governments have such authority.

After hearing from members of the California Apartment Association, the Downey City Council this week unanimously rejected a local rent control proposal. Earlier this week, local rental housing providers, spearheaded by CAA, emailed City Council members in the Los Angeles suburb and urged them to reject local rent control.

The city of Los Angeles wants its waste haulers to reconsider the timing of a fee increase on rental property owners and other customers. The city’s waste haulers have planned a 6.15% rate hike for 2021. Since 2017, rental property owners have been unable to negotiate and choose their waste-hauling services.

Protections against price gouging, including rent increases over 10%, have been extended until the end of 2021 in several counties ravaged by wildfires in recent years. The extended protections apply to the counties of Los Angeles, Butte, Mendicino, Napa, Ventura and Sonoma, which saw fires between 2017 and 2019.

The Los Angeles City Council this week postponed a decision that could nearly double the city’s annual apartment inspection fee. The council had been scheduled to vote on the proposed fee increase Wednesday. The delay came after CAA recently issued a letter outlining its opposition to the proposed fee hike.
