After hearing from CAA, Los Angeles County supervisors this week agreed to do more research before deciding whether to force its strict eviction control policies on all 88 cities within its boundaries. Supervisors had been scheduled to vote on the matter Tuesday but opted to delay the matter for two weeks.

The California Apartment Association has defeated a proposal to extend Los Angeles County’s emergency eviction moratorium until Aug. 31. The Board of Supervisors this week instead extended the moratorium until June 30. It can then be extended on a month-by-month basis. Despite staunch opposition from the California Apartment Association, the Los Angeles County Board of Supervisors on Tuesday approved a permanent rent control ordinance for unincorporated areas of the county. The approval came on a 4-1 vote with Supervisor Kathryn Barger dissenting. Tuesday’s decision followed two years of hearings, meetings and public testimony from CAA about the drawbacks of local rent control ordinances.

In response to the wildfires raging in Southern California, Gov. Gavin Newsom on Friday declared states of emergency for Los Angeles and Riverside counties, a move that prohibits rent increases over 10%. The limit on rent increases is part of the state’s anti-price gouging law. When activated, Penal Code Section 396 makes it illegal to increase the price of many consumer goods and services, including that of rental housing, by more than 10% above pre-emergency levels. The California Apartment Association has issued an “Industry Insight” paper to help rental housing owners comply with a Section 8-related ordinance taking effect next week in unincorporated areas of Los Angeles County. Effective Friday, July 19, the county’s “source of income protection” law requires that landlords consider for tenancy all applicants with the ability to pay for a given unit, including those who would pay their rent using Section 8. The ordinance, approved by county supervisors in June, bans blanket policies against renting to voucher holders, as well as advertisements to that effect. Matthew Buck The California Apartment Association has again expanded its public affairs team in Los Angeles County, better positioning the association to meet the legislative and compliance needs of its members.      Matthew Buck, a veteran government affairs advocate at CAA, was tapped this spring to spearhead the association’s public affairs work in Glendale, Pasadena, Alhambra, West Covina and Pomona. Over the objections of CAA, Los Angeles County supervisors Tuesday extended a temporary rent cap by six months and expanded eviction controls to all rental housing in unincorporated areas of the county. The interim rent cap, set at 3 percent annually, was initially approved last year and had been scheduled to expire in June. With today’s 4-1 vote, however, the rent moratorium will run until the end of the year, unless it is renewed again or replaced by a permanent rent control ordinance.

This online resource comes from Los Angeles County’s Department of Consumer and Business Affairs, which is responsible for enforcing the interim ordinance. Visit rent.lacounty.gov to access the toolkit, which contains information for property owners and renters, as well as details about the ordinance and news updates.

The California Apartment Association is mobilizing its members and coalition partners to help stop a temporary rent control measure from coming to unincorporated areas of Los Angeles County. On Tuesday, Sept. 11, the Los Angeles County Board of Supervisors will decide whether to pursue a temporary 3 percent rent cap for areas of the county that fall outside city jurisdictions.
