The California Apartment Association this month argued before the state Supreme Court in a case that could affect the timing and procedures involved in litigating evictions across the state. Attorney Curtis Dowling of the law firm Dowling and Marquez argued on behalf of CAA during oral arguments in Stancil v. Superior Court of San Mateo County.

Several more cities this week approved stopgap ordinances to begin enforcing elements of Assembly Bill 1482 before the statewide rent control and “just cause” eviction law takes effect Jan. 1.  On Monday, the municipalities of Redwood City and Daly City, both in the San Francisco Bay Area, approved measures that prohibit no-cause evictions on housing that will be covered by AB 1482, the newly approved statewide rent-cap legislation. In Southern California, the city of Bell Gardens also approved a stopgap measure Monday.   On Tuesday, the city of Santa Cruz on the Central Coast adopted an urgency just-cause measure during a special council meeting. CAA, City Council partner to adopt balanced housing measures  The City Council in Redwood City on Monday, March 26, unanimously reaffirmed its opposition to rent control and its commitment to balanced housing policy solutions to address the needs of both renters and rental housing providers. The Redwood City City Council on Monday unanimously approved an ordinance prohibiting smoking in multifamily communities. The ordinance applies to properties with more than two units and includes a ban on smoking inside units and all common areas. The smoking ordinance will officially take effect Jan. 1, 2019, for existing units and Jan. 1, 2018, for newly constructed units with a certificate of occupancy after Jan. 1, 2018. CAA Tri-County does not oppose the efforts to promote smoke-free housing and protect residents from secondhand smoke.

CAA Tri-County members and staff this week engaged with the community over ways to promote affordable housing in Redwood City. On May 24, nearly 100 representatives from the rental housing industry — from small independent owners to larger property management firms — took part in the discussion, part of a workshop hosted by Redwood City’s Housing and Human Concerns Committee. The event included presentations from a panel covering the Bay Area’s approaches to affordable housing. Thousands of housing units are coming to San Jose’s downtown, and a major tech firm has big plans for the area, too, a city councilman said at the California Apartment Association’s Outlook 2014. “By this time next year, we’re going to have about 2,500 housing units under construction in the downtown core alone,” San Jose City Councilman Sam Liccardo said, according to The Registry, Bay Area Real Estate. The San Mateo County Board of Supervisors commended CAA Tri-County on Tuesday, Nov. 5,  for helping victims of two fires in Redwood City. Tri-County worked with the city to find housing for displaced residents in the blazes. After one of the blazes, at the Hallmark House in July, CAA member Equity Residential responded by offering nearly two-dozen housing units for tenants at an apartment community in East Palo Alto. San Mateo County Supervisor Warren Slocum and all other members of the county board presented commendations to CAA Tri-County and other organizations including that provided assistance.

Following a fire last month in Redwood City, Equity Residential worked with housing officials to make roughly two dozen rental units available to those displaced by the blaze.
