The Los Angeles Housing Committee last week advanced a proposal to raise the annual apartment inspection fee by nearly 60%.
The committee also is changing the pass-through formula for the fee from 100% to 50% on rent-controlled properties.

The California Apartment Association has asked the state’s Judicial Council to further revise the jury instructions for eviction cases that go to trial following the passage of Senate Bill 91.
Passed in late January, SB 91 extended California’s eviction moratorium through June of this year. To avoid eviction, tenants now have until June 30 to pay at least 25% of rent debt that’s accrued since Sept. 1, 2020.

The California Apartment Association this week published compliance materials to help housing providers navigate San Jose’s new rent-freeze ordinance.
On Feb. 2, the San Jose City Council unanimously prohibited rent increases for residents in rent-controlled apartments who have experienced COVID-related financial hardships. The ordinance will run through June 30 unless extended.
To qualify for the rent freeze, these residents must give their landlords a declaration of COVID-19 related financial distress. The California Apartment Association has worked with the city of San Jose to require that tenants declare COVID-related financial hardships before qualifying for the city’s new rent freeze.
The new rent freeze ordinance, approved unanimously by the City Council Tuesday, took effect immediately and will run until June 30.
The rent freeze will apply only to tenants in rent-controlled units who give their landlords a declaration of COVID-19 related financial distress.

The California Legislature approved a bill Jan. 28 that would reimburse qualifying tenants and landlords for most unpaid rent accrued since the COVID-19 pandemic shut down the economy last spring.
SB 91 would use federal funds to pay up to 80% of back rent accumulated between April 1 of last year and March 31, 2021. A landlord who accepts the money would have to forgive the remaining unpaid rent for that period.
Additional federal dollars would be available to help cover unpaid rent from March through June of this year.

The Los Angeles County Board of Supervisors on Tuesday voted 5-0 to extend its eviction moratorium measures through February.
The L.A. County action includes anticipation of the possible expiration of AB 3088, which provides statewide eviction protections and rent deferral guidelines for COVID-19 affected renters.

California lawmakers are introducing a pair of bills that would keep COVID-19 eviction protections in place well into 2021 and perhaps longer.
News of the bills came Monday, Dec. 7, the first day of the new legislative session and less than two months before current eviction protections are set to expire. The proposals also come as California experiences a new surge in coronavirus cases and stay-at-home orders.
