In a victory for the California Apartment Association, a pair of Northern California cities rejected rent control Monday night.
In Pacifica, the city scrapped rent control on a 2-3 vote before opting to instead pursue a more collaborative approach.
Instead of rent control, Pacifica will pursue an advisory program encouraging landlords to implement “best practices” that could include moderating rent increases and giving longer notice before raising rents. The council approved this approach on a 4-1 vote about 1 a.m.
The city will now assemble a group of landlords, tenants and homeowners to work with the city manager on creating… Read More

The Pacifica City Council will consider rent control during its Monday meeting, and CAA is calling on members to speak out against this flawed policy.
At the meeting, rent control advocates also are expected to demand a just-cause eviction ordinance, which would make it difficult to evict tenants suspected of violent crimes, making it impossible to protect your residents and property.
It is vital that members of the rental housing industry attend and speak against these harmful regulations and remind council members that:
Rent control isn’t an affordable housing program; it will not build one new unit of housing

The Santa Rosa City Council will discuss rent control Tuesday, Jan. 26, and hear from a consultant who’s laid out several options for addressing the city’s housing issues.
During the study session, set for 2 p.m. at City Hall, the council will also review a possible just-cause eviction ordinance, which would make it unduly difficult to evict problem tenants, including those suspected of violent crime.
The California Apartment Association’s North Coast division asks that rental housing owners and managers attend and speak out against both of these flawed policies.
Rent control and just cause are among the options that a… Read More

The city of Alameda has voted to prolong a temporary 8-percent cap on rent increases while city staff works on a longer-term proposal.
The council also voted to keep its temporary just-cause eviction requirement in place.
Originally, the council approved the rent cap, along with the just-cause eviction provision, in November, and both were set to expire earlier this month.
This month’s unanimous vote by the council extends both the cap on rent increases and just-cause eviction provision by 60 days. This means actions to terminate a tenancy, such as evictions, are limited to certain “for cause/no fault” reasons, such… Read More

The California Apartment Association is preparing to fight what’s almost certain to be a major statewide, legislative push to broaden the reach of rent control.
The rent control debate heads to the Capitol after a number of cities have considered either introducing or expanding the policy.
In Sacramento, where the 2016 legislative session began this past Monday, tenant advocates have the Costa-Hawkins Act in their cross hairs.
Under Costa-Hawkins, cities can’t impose rent control on housing built after 1995. The act also exempts single-family homes and condos, regardless of construction date. Without the protections of Costa-Hawkins, rent control would have… Read More

The California Apartment Association has published a form to help Mountain View landlords comply with the city’s upcoming “right to a lease” ordinance.
The Mountain View City Council approved its new law Dec. 1, modeling it closely after a requirement in Palo Alto that rental owners offer residents the option of a 12-month lease.
Mountain View officials believe that guaranteeing tenants the right to a fixed-term lease will provide stability for both renters and rental owners.
To comply with the new law, which takes effect Thursday, Jan. 7, owners and managers should use CAA’s new lease addendum, available to members … Read More

CAA North Coast educating council on ills of punitive policies
CAA North Coast eagerly awaits a consultant’s findings — expected to be completed next month — on possible ways to address Santa Rosa’s affordable housing crisis.
On Oct. 20, 2015, the Santa Rosa City Council voted 4-3 to hire the consultant, who is examining three possible approaches to the city’s housing issues: rent control, just‐cause eviction rules, and a process to provide mediation and arbitration between rental property owners and their residents.
The study derives from concerns of a housing crisis in the Santa Rosa region, where rental inventory is… Read More
