The city and the county of Sacramento are now offering emergency rental assistance for renters impacted by COVID-19. Last week, the Sacramento City Council unanimously approved the allocation of $31.7 million in federal and state funds to help low-income renters catch up on past-due rent and utility payments due to the COVID-19 pandemic. Los Angeles County this month will begin holding a series of stakeholder meetings where rental property owners can discuss the impacts of the county’s eviction moratorium on their rental business. After hearing from members of the California Apartment Association, the Downey City Council this week unanimously rejected a local rent control proposal. Earlier this week, local rental housing providers, spearheaded by CAA, emailed City Council members in the Los Angeles suburb and urged them to reject local rent control.

The Marin County Board of Supervisors will consider adopting a rent freeze in two census tracts with significant impacts from COVID-19. If the board adopts the measure, all properties within Census Tract 1290 (Marin City) and Census Tract 1330 (Northern West Marin) will be subject to the rent freeze. The city of Los Angeles wants its waste haulers to reconsider the timing of a fee increase on rental property owners and other customers. The city’s waste haulers have planned a 6.15% rate hike for 2021. Since 2017, rental property owners have been unable to negotiate and choose their waste-hauling services.

The Sonoma County Board of Supervisors on Tuesday will consider banning nearly all evictions in the county. Under the ordinance, landlords would be unable to terminate tenancies for lease violations, for owner move‐ins, or even to quit the rental housing business under the Ellis Act.

California cities and counties have one week to decide whether they’ll conform with the state funding allocation under SB 91, the latest legislative response to the COVID-19 pandemic and its impact on tenants and landlords. Gov. Gavin Newsom today signed a bill that will use $2.6 billion in federal funds to pay landlords up to 80% of rent owed by qualifying tenants with COVID-19 financial hardships.  The legislation, SB 91, won overwhelming bipartisan approval Thursday in both houses of the Legislature. SB 91 will use federal funds to pay up to 80% of a tenant’s back rent accumulated between April 1 of last year and March 31, 2021.
