Now that the 2015-16 Legislative session has come to an end, Gov. Jerry Brown must decide the fate of nearly 800 bills. And thanks largely to CAA’s advocacy work, rental housing owners and managers don’t need to worry. Over the recently completed two-year session, the California Apartment Association has defeated numerous bad bills. In the 2015-16 legislative session, CAA lobbied on 126 housing-related bills, including the following problematic legislation — all of which died before the session closed Wednesday, Aug. 31: Rent control AB 697 (Chu, San Jose) would have created a pilot project in specified counties to halt rent… Read More

The California Legislature ended its two-year session having sent all four of CAA’s housing-supply bills to the governor’s desk, as well as a number of other positive proposals for the rental housing industry. While increasing supply was a No. 1 housing issue in 2016, bills on issues such as water conservation, bedbugs and home-sharing platforms also advanced to the governor by the close of the session midnight Wednesday, Aug. 30. Because the governor set housing production as one of his priorities this year, CAA’s housing-supply bills will likely elicit plenty of attention from him. Last month, Brown witnessed the collapse… Read More

All five members of the council signed the document, released Friday, Aug. 19. Authored by Councilman Michael Brownrigg, the argument urges a no vote on the Burlingame Community Protection Ordinance, which will appear before voters as Measure R. “While maintaining a varied housing stock is… Read More

Despite vigorous opposition from CAA and the Santa Rosa business community, housing providers in the city are facing rent control for the long haul. After imposing the policy on a temporary basis, the City Council on Tuesday, Aug. 16, voted 4-2 to keep it in place. In May, the Santa Rosa council approved a moratorium on rent increases over 3 percent on pre-1995 multifamily housing. The council’s vote Tuesday, after a first reading, is positioned to extend the rent cap indefinitely. Assuming the ordinance is ratified after a second reading Aug. 30, it would take effect Sept. 30. The ordinance,… Read More

CAA partners with county, Housing Authority on affordable housing solutions Over the past several months, CAA North Coast and the Marin Income Property Association (MIPA) chapter have been working alongside the Marin Housing Authority and County Board of Supervisors on policy solutions to preserve affordable housing in the region. These efforts began in February 2016, when Marin County supervisors abandoned plans for rent control and just-cause eviction, opting instead for CAA-supported alternatives, including voluntary rent guidelines and a landlord-incentive program. CAA North Coast has been actively working with Marin County supervisors to develop voluntary rent guidelines, set to be completed… Read More

As California lawmakers return from a month-long summer recess, they’ll get right to work on legislation relevant to the rental housing industry. On Monday, the Senate Appropriations Committee is scheduled to take up a few housing-production bills supported by the California Apartment Association, including the following: AB 2180 (D-Ting) proposes to expedite the building permit process by shortening the number of days that a local government must take to approve a new housing project. AB 2208 (D-Santiago) would require that, before construction, rooftops of public buildings be offered to private or nonprofit developers for the construction of affordable housing. AB… Read More

Update:  A permanent rent control and just-cause eviction measure are now on the Aug. 16 agenda for the council’s consideration. Although Santa Rosa passed a just-cause for eviction ordinance Tuesday night, the council failed to garner the five votes needed to enact the ordinance immediately. Facing opposition from the California Apartment Association, an effort to impose the policy on the city’s entire rental housing stock also fell short. Just-cause policies require rental property owners to prove “cause” in court or before a political body every time they need to remove a problem resident. Lacking the needed support for an urgency… Read More
