The Richmond City Council will hold a special meeting at 6 tonight to implement rent control and just-cause eviction more quickly than previously planned. Owners of rental property in Richmond will soon face a cap on rent increases and find it harder to evict problem tenants. On the evening of Tuesday July 21, the City Council approved a rent control and just-cause ordinance on a 4-1 vote. At the time of the decision, Mayor Tom Butt and Councilman Vinay Pimple had left the meeting, having been denied an opportunity to speak about the proposal. Despite repeated demands from renter groups over the past year, the Burlingame City Council last week declined to move forward with an eviction-for-cause ordinance. The ordinance was one of several proposals being considered during a study session. Other ideas from Mayor Terry Nagel included a mediation program and requiring property owners to pay relocation assistance for tenants who get a 60-day notice to terminate a tenancy. Heading to the Assembly floor is a bill aimed at ensuring tenants check their rental agreements before subletting their apartments via short-term home-sharing websites. While subletting is typically forbidden in rental agreements, and can even lead to eviction, many tenants don’t know this. SB 761 by Sen. The city of Victorville recently passed a revised Business License Fee ordinance that now includes an external rental property inspection requirement to help clean up the appearance of the city’s rental properties. For more than a year, CAA Greater Inland Empire worked closely with Victorville’s staff to help ensure the inspection component would be effective in achieving the city’s goals, and at the same time, reward rental property owners and operators who take good care of their property. Revised to address property owners’ concerns, a bill that enhances protections for renters who fall victim to domestic violence is closer to becoming law. The Senate Judiciary Committee this week approved AB 418 by Assemblyman David Chiu, D-San Francisco, on a 7-0 vote and now heads to the Senate floor. The bill had already passed the Assembly after the author took amendments from the California Apartment Association. Apartment owners and managers can plug in to new research on electric-vehicle charging stations in rental housing communities. The 40-page Electric Vehicle Charging in Apartment-Based Housing report outlines the challenges and opportunities involved in installing EV stations. Two consulting companies, EV Charging Pros and LightMoves, prepared the report after gathering information from stakeholders, including members of the California Apartment Association’s Tri-County Division. Funding for the work, which also includes this PowerPoint presentation (downloadable as a pdf), came from NOVA Workforce, a nonprofit employment and training agency.
