Several Northern California counties this week extended their shelter-in-place orders while loosening certain rules that affect rental housing. The revised orders lift some restrictions on certain low-risk activities, including construction, outdoor businesses, and residential moves. The health officers for Alameda, Contra Costa, San Mateo, Santa Clara, San Francisco and Marin counties, plus the city of Berkeley, issued new orders Wednesday. At a “state of housing” event hosted by the California Apartment Association last week, Sacramento Mayor Darrell Steinberg doubled down on his opposition to placing a rent control and “just cause” eviction measure on the city ballot. Steinberg also said that AB 1482, the statewide rent cap legislation that took effect Jan. 1, presents a thoughtful approach to preventing price gouging and renter displacement. The mayor was the guest speaker at a CAA issue-briefing breakfast March 6 for a small group of rental owners, property management executives and multifamily developers.

The Rancho Cordova City Council is expected to approve several changes to its rental housing inspection program, including increases in the fees charged to property owners. The council will consider the increases next month and, if approved, the new fees will be effective for 2020. City staff recommends an increase in the existing rental code-compliance fee from $10 per unit to $16 per unit — the same amount charged by the city of Sacramento and Sacramento County. The Sacramento County Board of Supervisors will consider an emergency “just cause” ordinance Tuesday, Nov. 5.   To pass, an urgency ordinance requires approval from four of the five board members. The ordinance would immediately impose just-cause restrictions similar to those in AB 1482, the statewide rent control and just-cause eviction law taking effect Jan. 1.

The California Apartment Association spent many years developing a good working relationship with the Sacramento County code enforcement staff. The effort continues to pay off for the industry. One example is the recent agreement between CAA and county staff to limit an increase of the annual Rental Housing Code Compliance Fee to only 50 cents. If approved by the Sacramento County Board of Supervisors, the fee will increase by 3.2 percent, from $15.50 per unit to $16 per unit, effective January 2019.
