Several more California cities this week, including Long Beach and Pasadena, rushed to pass urgency ordinances aimed at preventing no-cause evictions until the state implements Assembly Bill 1482.
The stopgap ordinances target 60-day eviction notices already pending and set to terminate tenancies before Jan. 1, the day that AB 1482 takes effect and implements a statewide rent cap and “just cause” eviction policies. Oct. 31 was the last day that California landlords could issue a 60-day notice.

The San Mateo City Council on Monday preliminarily approved a ban on smoking medical marijuana in multifamily communities.
The city already banned smoking in apartments but until now made an exception for medical marijuana.

After addressing CAA’s concerns, the cities of San Bruno and South San Francisco have approved ordinances prohibiting smoking inside multifamily units and common areas.
On Nov. 9, the South San Francisco City Council approved the second reading of its ordinance after adopting clarifications and other requests from the California Apartment Association, Tri-County Division. Those revisions include the following, which provide clarity and minimize impacts to property owners and operators:
Phase-in period of up to 12 months
Ability for owners to create designated smoking areas
No requirements of installing customized signage inside apartment units

After facing aggressive opposition from CAA, a measure to impose rent control and just-cause eviction policies in San Mateo has failed passage at the ballot box.
Ballots cast to approve Measure Q garnered just 39 percent of the vote. Rent control measures also failed in Alameda and Burlingame, although they passed in Mountain View and Richmond.
The San Mateo Daily Journal this morning editorialized against rent control initiatives in San Mateo and Burlingame.
The newspaper’s editorial board urges voters to reject the introduction of rent control, just-cause-for-eviction policies and costly rent boards in both cities. The editorial board had met with the California Apartment Association before publishing this morning’s piece.

The campaign against Richmond’s rent control initiative now includes a television spot highlighting the many problems with Measure L, one of several rent control and just-cause eviction measures appearing on the Nov. 8 ballot in Bay Area cities.
The California Apartment Association Issues Committee paid for the political ad, which is now airing in Richmond.
CAA’s Issue Committee also is running TV ads spotlighting serious flaws in the rent control and just-cause eviction measures appearing in Mountain View, San Mateo, Burlingame and Alameda.

More than 200 rental housing industry executives teed off Monday, July 25, for a summer afternoon of golf, networking and fun during the 27th annual CAA Tri-County Charity Golf Tournament.
CAA is still tallying proceeds from the event, which will be donated to the Housing Industry Foundation, furthering its mission to help individuals and families remain in or return to stable housing. HIF also assists with special housing projects and renovations in San Mateo and Santa Clara counties.
In its 27-year history, the golf tournament has raised close to $1 million for the foundation.

It’s now up to election officials to determine whether a rent control initiative has qualified for the November ballot in Mountain View.
On Tuesday, June 14, the Mountain View Tenants Coalition submitted more than 7,100 signatures to the city clerk.
The Santa Clara County Registrar of Voters will now count and check the validity of the signatures. The coalition needed 4,671 registered voters to sign their petition to qualify the initiative for the ballot.
The California Apartment Association is closely monitoring this process to ensure it follows procedures outlined in the California Election Code.

Beginning June 1, 2016, rental agreements for properties with wood-burning heaters or fireplaces throughout the San Francisco Bay Area must include a document describing the health hazards from burning wood or any solid fuel as a source of heat.
The disclosure document is required within the boundaries of the Bay Area Air Quality Management District, which includes all of the following counties: Napa, Contra Costa, Alameda, Santa Clara, San Mateo, San Francisco and Marin, and part of Solano and Sonoma counties. The California Apartment Association urges its members to attend the City Council meeting Monday in San Mateo, where officials will consider rent control and just-cause-for eviction policies.
These policies are in play just two weeks after the council rejected an emergency just-cause eviction measure.
