Wildfire-related protections against rent gouging will remain in effect for at least the rest of 2020 for several California counties.
Gov. Gavin Newsom on Dec. 23 extended price-gouging protections until Dec. 31, 2020, for the following counties: Butte, Los Angeles, Mendocino, Napa, Santa Barbara, Sonoma and Ventura.
The governor’s order keeps in effect Penal Code Section 396, which makes it illegal to increase the price of many consumer goods and services, including that of rental housing, by more than 10% above pre-emergency levels.
Newsom’s office said the extended protections are intended to assist communities across the state recovering from devastating wildfires dating back to 2017. … Read More

Long Beach City Council
members Tuesday voted to repeal their tenant-relocation ordinance, concluding
that the local measure would be unnecessary once AB 1482 takes effect.
The ordinance will be repealed effective Jan. 1 2020, the same day that the state will begin implementing AB 1482, California’s new statewide rent control and “just cause” eviction law.

Thanks to the efforts of the California Apartment
Association, a proposal to implement a permanent “just cause” for eviction
ordinance, and impose it at the beginning of tenancies, failed to move forward
Tuesday.
The proposal would have gone further than AB 1482, the
upcoming state law that applies its just-cause provisions only after tenants
have been in place for a fixed amount of time.
After hearing from CAA members, the council opted to adopt a temporary just-cause stopgap measure until AB 1482 takes effect Jan. 1. Unlike the permanent proposal, the stopgap measure will expire at the end of this… Read More
Several more California cities this week, including Long Beach and Pasadena, rushed to pass urgency ordinances aimed at preventing no-cause evictions until the state implements Assembly Bill 1482.
The stopgap ordinances target 60-day eviction notices already pending and set to terminate tenancies before Jan. 1, the day that AB 1482 takes effect and implements a statewide rent cap and “just cause” eviction policies. Oct. 31 was the last day that California landlords could issue a 60-day notice.

Gov. Gavin Newsom this
month signed more than a dozen CAA-backed bills intended to address California’s chronic housing shortage.
The bills will help
remove local barriers to housing construction, boost incentives for building
higher-density affordable housing, and make it easier and cheaper to add second
units to residential lots.
Gov. Gavin Newsom
“We’ve
invested more in new housing than at any point in our history, and we have
created powerful new tools to incentivize housing production,” Newsom said in this news
release. “Now, we are removing some key local barriers
to housing production. This crisis has been more than a… Read More
In response to the wildfires raging in
Southern California, Gov. Gavin Newsom on Friday declared states of emergency
for Los Angeles and Riverside counties, a move that prohibits rent increases
over 10%.
The limit on rent increases is part of the state’s anti-price gouging law. When activated, Penal Code Section 396 makes it illegal to increase the price of many consumer goods and services, including that of rental housing, by more than 10% above pre-emergency levels.
The rent-gouging protections apply to all housing types in the affected areas. Local rent control laws in several jurisdictions in L.A. County also remain… Read More
Now that California has adopted the nation’s most sweeping statewide tenant protections, it’s time to fix the root cause of our housing crisis – a chronic lack of supply, said Tom Bannon, chief executive officer of the California Apartment Association.
Gov. Gavin Newsom today signed Assembly Bill 1482, making California the second state in the union to impose a statewide cap on annual rent increases.
The legislation was framed as an anti-gouging measure targeting the most egregious rent hikes, such as increases of 50% to 75% on existing tenants.
The California Apartment Association, which opposes rent control, took a neutral position after… Read More

The City of Sacramento adopted a new rent control ordinance effective September 12, 2019. The new ordinance limits rent increases, places “just cause” restrictions on tenancy terminations, requires payment of a new annual per unit fee, and establishes a rent registry with data that must be provided by property owners. This seminar will explain how to comply with the new ordinance that only affects multifamily properties (2 or more units) within the Sacramento city limits and built before February 1995.
