While the deadline to sign bills for the 2013 legislative session passed on Sunday, CAA’s commitment to building relationships with lawmakers is never done. Consider it a year-round endeavor.
Building on that effort, CAA’s 2013 political and legislative game plan included hosting a series of four Legislative District Leadership Conferences.
In this new endeavor, we tried four formats to bring together legislators and local government officials with our members and CAA’s local and state government affairs teams.
We did so in relaxed and comfortable settings away from Sacramento – and back where legislators call home.

Impressed legislators, local… Read More
Question: Can I give a rent increase anytime during the month or just on the first day of the month?
Answer: If you have a month-to-month tenancy with the tenant, you can serve a written 30-day notice (or 60-day notice if you are increasing the rent more than 10 percent within the last 12 months) to increase the rent at any time of the month.
Question: We are planning on selling a rental house. The tenants said they do not want a lock box put on the front door. Can we do it anyway? Do we still have to give… Read More
In addition to raising wineglasses, attendees at the California Apartment Association’s Beyond the Vine event raised plenty of money for political action. All told, about $100,000 poured in.
Joshua Howard, executive director of CAA’s Tri-County Division, thanked participants on behalf of the CAA Tri-County Board of Advisors and Political Action Committee.
“CAA members enjoyed a beautiful setting, perfect weather, fine wines, and gourmet food,” Howard said of the event, held Sept. 26 at Hakone Gardens in Saratoga. “The evening also brought together leaders from the multifamily industry and more than 20 elected officials from across Silicon Valley for spirited conversation… Read More

Rents are rising at a slower pace in the Bay Area as more people make the leap into homeownership and new rental housing enters the market, says Joshua Howard of the California Apartment Association.
“Still, quite frankly, we don’t have enough rental housing in Silicon Valley to meet the demand,” said Howard, executive director of CAA’s Tri-County Division, in an interview with the San Jose Mercury News.
He also pointed to reductions in rent subsidies and the loss of redevelopment agencies for the slowing of rent increases. According to the Mercury News article, Bay Area rent prices rose in the… Read More

At the California Apartment Association, we advocated for and against dozens of bills this year that could affect the rental housing business.
In most cases, Gov. Jerry Brown agreed with us.
While some bills below will affect multi-family housing more than others, each is important to landlords, tenants, and California as a whole.
Check out the following roundup of laws taking effect in 2014, their anticipated impacts, and where CAA stood on them.
Subdivision Maps: Extensions — AB 116 (D-Bocanegra) — CAA position:
Support — Like other legislation before it, AB 116 extends the life of expiring subdivision maps by… Read More
Question: How long do I have to mail the tenant the itemized security deposit?
Answer: You need to send an accounting for the use of the security deposit within 21 days from the date you took back possession. Despite the federal government shutdown, the Fresno Housing Authority will do its best to keep providing core services to residents, landlords and public partners.
That’s the main message in a letter that the Housing Authority’s chief executive officer, Preston Prince, sent to landlords and community partners Tuesday, Oct. 1.
Luckily, the U.S. Department of Housing and Urban Development has provided a large portion of the October money for Housing Assistance Payments to landlords. The Fresno Housing Authority will cover the additional $1.7 million.
If the federal government remains closed, however, HUD may be unable to authorize normal funding to housing… Read More
