Supporters of extreme rent control have released “misleading” TV commercials promoting Proposition 21, according to fact checks by news media organizations throughout California. Proponents of Prop 21 are attempting to bring back the radical forms of rent control that proliferated in California in the 1970s and ’80s. The city of Davis has unveiled a grant program to support residents at risk of displacement due to non-payment of rent related to the COVID-19 pandemic. The Emergency Tenant Based Rental Assistance Grant Program also aims to offset corresponding lost revenue experienced by landlords. Funds are being awarded to Davis rental households on a first-come, first-served basis upon receipt of a complete application. The list of California newspapers urging voters to reject radical rent control on the Nov. 3 ballot continues to grow. Costa Mesa has become the latest city in Orange County to launch a rental assistance program to help tenants affected by COVID-19. The Sacramento Housing and Redevelopment Agency is offering emergency rental assistance for residents who have experienced a loss or reduction in wages due to COVID-19. The San Mateo County Board of Supervisors has adopted a grant program to provide relief to landlords who’ve experienced lost rent due to the COVID-19 pandemic. The California Apartment Association helped develop the Small Residential Property Owners Program, which supervisors adopted Sept. 15. The program will assist landlords in recouping rental income that’s gone unpaid during the county-enacted eviction moratorium from March through August.

More than 100 elected leaders from throughout California this week announced their opposition to Proposition 21, the extreme rent control measure going before California voters in the Nov. 3 statewide election. The list of officials opposing radical rent control measure includes county supervisors, mayors, city council members, city clerks and board members. According to the Legislative Analyst’s Office, Prop 21 could result in a decline in property values which in turn would result in the potential loss of tax revenue. The Sacramento Bee this weekend urged voters to reject Measure C, the local rent control measure on the city of Sacramento’s Nov. 3 ballot. The newspaper notes that Measure C should not even be appearing before city voters.
