Now that the 2015-16 Legislative session has come to an end, Gov. Jerry Brown must decide the fate of nearly 800 bills.
And thanks largely to CAA’s advocacy work, rental housing owners and managers don’t need to worry.
Over the recently completed two-year session, the California Apartment Association has defeated numerous bad bills.

Gov. Jerry Brown this month will decide the fate of a bill governing the installation of water submeters in new apartment construction, including mechanisms to pass along associated costs to renters.
SB 7 by Sen. Lois Wolk, D-Davis, would require the installation of submeters in multi-unit dwellings built after Jan. 1, 2018, and that residents receive accurate information about the volume and cost of their water use.
At the same time, the legislation, supported by the California Apartment Association, clarifies how multifamily property owners can charge tenants for water use, and it allows for late fees and eviction when tenants… Read More

A pair of housing-supply bills supported by the California Apartment Association advanced this week to the governor’s desk.
Now awaiting Gov. Brown’s signature are AB 2584, which would expand enforcement of the Housing Accountability Act, and AB 2208, which would require that, before construction, rooftops of public buildings be offered to private or nonprofit developers for the construction of affordable housing.

Final legislative approval appears imminent for a bill that would allow groups like CAA to sue local governments when they deny housing projects in violation of state law.
AB 2584 by Assemblyman Tom Daly, D-Anaheim, is on the Assembly floor today, where lawmakers are considering amendments made in the Senate. The upper house of the state Legislature passed the bill Monday on a 36-0 vote, with three abstentions. When the Assembly finishes its work, the bill is expected to reach the governor’s desk.

A CAA-sponsored bill to speed up the approval process for housing has won approval from the Senate Appropriations Committee.
AB 2180 by Assemblyman Philip Ting, D-San Francisco, passed the committee on a 5-0 vote, with two abstentions.
The bill proposes to expedite the building permit process by shortening the number of days that a local government must take to approve a new housing project.
AB 2180 now goes to the Senate Floor where it will be voted on within the next several weeks.
It is one of four housing production bills sponsored by the California Apartment Association this year.

Assemblyman Adrin Nazarian’s bedbug legislation, AB 551, has undergone a major overhaul after facing concerns by tenant groups that it may not be tough enough on property owners.
While the original version imposed protocols for bedbug eradication on landlords, tenants and pest control companies, the bill has been stripped of those provisions and now focuses on some basic duties.
After extensive meetings with both landlord and tenant groups over the summer in both Los Angeles and Sacramento, the bill will focus on:

For years, the California Apartment Association has pushed for a fair and cost-effective bill that governs water submeters in new apartment construction while allowing owners to pass along associated costs to tenants.
CAA is optimistic that, after more work, Senate Bill 7 may fulfill these goals, ultimately saving precious water in a state that continues to face challenges with lack of rainfall.

Legislation that would encourage prospective hosts to review their insurance policies before getting into the home-sharing business now awaits the governor’s signature.
On June 27, a few days before the Legislature adjourned for its summer recess, the state Senate approved SB 1093 by a 38-0 vote with two abstentions.
Senate Bill 1092 would require companies such as Airbnb, HomeAway and Flipkey to post disclosures about the importance of confirming insurance coverage related to short-term rentals.
