A newly released survey highlights the impacts of the COVID-19 pandemic on California’s “mom and pop” landlords. The California Apartment Association this month co-hosted a virtual housing summit for multifamily housing developers in the Placer County region. The July 24 meeting attracted elected officials from Placer County, Roseville and Rocklin, as well as city and county staff, and multifamily developers. Proposition 21, the November ballot measure that would return extreme, 1970s-style rent control to California, could result in “a potential reduction in state and local revenues in the high tens of millions of dollars per year over time,” says the non-partisan Legislative Analyst’s Office. Tenant activists have again failed to collect enough signatures to place a rent control measure before voters in the city of Santa Ana. On Monday, Tenants United Santa Ana turned in 2,400 signatures at City Hall — far shy of the 10,909 valid voter signatures required to qualify the initiative for the Nov. 3 ballot. Chief Justice Tani Cantil-Sakauye on Friday announced that California’s Judicial Council will vote “very soon” whether to sunset its emergency suspension of virtually all unlawful-detainer cases throughout the state. The announcement came during the Judicial Council’s regularly scheduled meeting Friday, July 24.

After hearing from CAA, Los Angeles County supervisors this week agreed to do more research before deciding whether to force its strict eviction control policies on all 88 cities within its boundaries. Supervisors had been scheduled to vote on the matter Tuesday but opted to delay the matter for two weeks.

The California Apartment Association has stopped a pair of bills that would have limited the ability of landlords to terminate tenancies and made it more difficult to sell rental properties. CAA learned Thursday that neither bill will get a hearing when the Legislature returns from its summer recess on Monday.

A tenant’s guest shoots and kills someone at the rental property. Another tenant threatens to behead the landlord. And a third renter runs a prostitution ring out of the unit. The California Apartment Association’s tool for calculating maximum allowable rent increases under AB 1482 is now easier to use. The tool now includes a drop-down menu with county names. Simply select the county where your property is located to find out the local Consumer Price Index. Previously, users needed to type in the ZIP code of their property’s location for the CPI. AB 1482 took effect Jan. 1, 2020, and imposes rent increase limits of 5% plus CPI on most residential rental properties in the state.
