Gov. Gavin Newsom has extended a prohibition on rent increases over 10 percent for several counties devastated by wildfires over the past few years.
In an executive order, Newsom announced that protections against price gouging of rents and other consumer goods will continue through Dec. 31 of this year for Mendocino, Napa, Santa Barbara, Shasta, and Sonoma counties. Newsom’s order came Friday, May 31, the day the protections had been scheduled to expire. It is intended to help residents still recovering from 2017 and 2018 fires, including the Mendocino Complex, Carr, Tubbs, Nuns, Atlas and Thomas fires.

Association has helped stop a tenant-unionizing bill that sought special
protections for renters’ rights groups.
SB 529 by Sen. Maria Elena Durazo, D-Los Angeles, died on the Senate floor this week, lacking the votes needed to proceed to the Assembly.

Prior to sweeping amendments to the bill this month, SB 529 would
have allowed tenant groups to withhold rent payments in response to grievances

At its Legislative Conference, the California Apartment
Association spent Wednesday morning providing a crash course on the most significant
legislation facing the rental housing industry in 2019.
By the afternoon, more than 400 rental housing professionals,
thoroughly prepped by CAA’s public affairs team, were ready for their walk to
the Capitol, where they went from office to office, advocating for their
industry in one of the busiest years in recent memory for landlord-tenant

Despite strong opposition from the California Apartment Association, the California Chamber of Commerce and others, a statewide rent control bill on Wednesday night passed off the state Assembly floor.
CAA remains steadfastly opposed to the bill, AB 1482 by Assemblyman David Chiu, D-San Francisco. The legislation now awaits committee hearings in the Senate.
Early Wednesday evening, AB 1482 appeared to be defeated for the year, being 7-8 votes short of the 41 votes needed for passage. IRVINE — The California Apartment Association has expanded its
government advocacy team in Southern California with the hiring of public
policy veteran Victor Cao.
Cao, who began Monday as CAA’s vice president of public
affairs for Orange County, replaces Matthew Buck, who is now overseeing the
association’s broadened public affairs work in Los Angeles County.
Cao was previously chief of staff for Lisa Bartlett, chairwoman
of the Orange County Board of Supervisors and representative for the Fifth

The California Apartment Association this week launched a grassroots campaign in which its members are calling state lawmakers and urging no votes on “just cause” legislation on the Assembly floor.
AB 1481 by Assemblyman Rob Bonta, D-Alameda, and AB 1697 by Assemblyman Tim Grayson, D-Concord, would prohibit landlords from terminating a tenancy without first listing a specific reason for doing so.

The California Apartment Association is providing free fair housing training for rental owners and property managers as part of a regional campaign to end housing discrimination. The six “Essentials of Fair Housing” seminars will be offered at locations throughout Sacramento county during May and June.
The free training is supported by several local governments, including the County of Sacramento, City of Sacramento, City of Elk Grove, City of Rancho Cordova, City of Citrus Heights, City of Folsom, and Sacramento Housing and Redevelopment Agency.

With a rent control hearing looming at the Capitol, the Sacramento City Council last month postponed its own hearing on landlord-tenant policies.
The council had been scheduled to hold a second hearing April 23 on the proposed Residential Rental Mediation Program, which is intended to address high rents while housing supply catches up with demand.
Mayor Darrell Steinberg, however, moved to postpone the hearing in light of two rent control bills scheduled to be weighed at the state Capitol later that week.
