The Los Angeles Housing Department wants to nearly double an annual inspection fee for apartments in the city.
The Housing Department seeks permission from the City Council to raise the code enforcement fee from $43.32 to $81.59 per unit per year.
Housing officials say they need the fee increase to pay for Systematic Code Enforcement Program through 2023.

The California Apartment Association this month co-hosted a virtual housing summit for multifamily housing developers in the Placer County region.
The July 24 meeting attracted elected officials from Placer County, Roseville and Rocklin, as well as city and county staff, and multifamily developers.
During the meeting, developers, elected officials, and staff discussed ways to reduce financial and regulatory barriers to market-rate and affordable multifamily housing projects. They also discussed how the region should explore a “right sized” approach to fee schedules for multifamily units, such as possibly using a per-square-foot calculation of fees versus a per-unit calculation.

Tenant activists have again failed to collect enough signatures to place a rent control measure before voters in the city of Santa Ana.
On Monday, Tenants United Santa Ana turned in 2,400 signatures at City Hall — far shy of the 10,909 valid voter signatures required to qualify the initiative for the Nov. 3 ballot.
Rent control proponents blamed the failure on the coronavirus, saying it prevented petitioners from going door-to-door, the Orange County Register reported.

The California Apartment Association has stopped a pair of bills that would have limited the ability of landlords to terminate tenancies and made it more difficult to sell rental properties.
CAA learned Thursday that neither bill will get a hearing when the Legislature returns from its summer recess on Monday.

The California Apartment Association’s tool for calculating maximum allowable rent increases under AB 1482 is now easier to use.
The tool now includes a drop-down menu with county names. Simply select the county where your property is located to find out the local Consumer Price Index. Previously, users needed to type in the ZIP code of their property’s location for the CPI.
AB 1482 took effect Jan. 1, 2020, and imposes rent increase limits of 5% plus CPI on most residential rental properties in the state.

The California Apartment Association this week issued opposition letters regarding three of the most troubling rental housing-related bills of 2020.
The bills include AB 1703, which would give tenants and certain community groups an unfair head start in purchasing rental housing; AB 1436, which would force landlords to defer rents for possibly months on end; and AB 828, an unfair attempt to allow the government and the courts to give extended tenancies to all renters — even those not facing economic hardships.

The Concord City Council on Tuesday approved sweeping changes to its rental housing laws, including the rolling back of the city’s rent mediation program and new requirements surrounding fixed-term leases and relocation assistance.
The changes are the culmination of a multi-year review of the city’s landlord-tenant policies. They also follow repeated efforts by Concord tenant advocacy groups to bring rent control and “just cause” eviction policies to the city — efforts the California Apartment Association continues to thwart.

Selling rental properties in California will take significantly longer if a bill introduced this month becomes law.
Under AB 1703 by Assemblyman Richard Bloom, D-Santa Monica, tenants and certain community groups would have the right to make an offer to buy rental housing before any other prospective buyers.
