Rent increases limited to 10 percent while protections in effect With wildfires continuing to spread in Southern California, Gov. Jerry Brown has declared states of emergency in San Diego and Santa Barbara counties. The declarations on Thursday come just days after the fires prompted Brown to declare emergencies in the counties of Los Angeles and Ventura. The governor’s declarations once again trigger the state’s anti-price gouging law. When activated, Penal Code Section 396 prohibits raising the price of many consumer goods and services, including that of rental housing, by more than 10 percent after the emergency has been declared. After hearing from CAA, the city of Anaheim’s Homeless Policy Working Group removed rent control as a possible solution to end homelessness. During public comment Nov. 3, CAA addressed the Working Group about the ill-effects of rent control and the negative consequences that such a policy would bring.

A number of the California Apartment Association’s corporate members received recognition last month for their work to help reduce homelessness in Orange County. The honors came Aug. 24 as Families Forward held its sixth Annual Housing Partner Appreciation event. Families Forward which helps families achieve self-sufficiency through housing, food, counseling, career coaching, education, and other support services.

The La Palma City Council last month approved a moratorium on multifamily development, a move that promises to worsen Orange County’s ongoing housing shortage and keep rental prices rising. The moratorium, approved June 20, applies to multifamily and commercial projects for which plans had not yet been submitted.

On a 5-1 vote, the Anaheim City Council on Tuesday rejected a proposal that would have required the installation of expensive firefighting equipment in new high-rises, including multifamily housing. The proposal called for firefighter air-replenishment systems in new buildings taller than 75 feet. Such systems are designed to provide rapid air-refilling capabilities to firefighters’ breathing tanks, however, there is no guarantee that the devices make buildings any safer.

An effort to recall three allies of the rental housing industry from the Lake Forest City Council has failed. The California Apartment Association, in a variety of ways, helped Mayor Andrew Hamilton, Mayor Pro Tem Scott Voigts and Councilman Dwight Robinson stave off a campaign to cut short their terms.
