Aliso Viejo’s proposed ban on smoking in multi-family housing fizzled this week as the City Council decided to consider adding a city ombudsman instead. Such an advocate would likely listen to residents’ complaints and suggestions and help address their concerns, whether they focus on smoking or other issues. Thanks in part to advocacy efforts by the California Apartment Association, the Huntington Beach City Council has reversed its decision to place a rent control measure on the November ballot. The council voted 4 to 3 on Monday, Aug. 11, to repeal the ballot measure, one month after voting to put the proposal before voters. The city of Anaheim on Tuesday unanimously approved a self-inspection program for multi-family housing, allowing property managers to examine apartments themselves — without paying inspection fees. This represents a big improvement over Anaheim’s original proposal to charge property owners $16 per unit for city officials to handle the inspections. After learning of this proposal last year, the California Apartment Association immediately began negotiations with the city.
