Sacramento Mayor Darrell Steinberg has announced his opposition to a local ballot measure proposed by tenant advocates that would establish rent control, “just cause” eviction restrictions, an elected rent board, and a new annual fee on rental properties in the city of Sacramento.
At the same time, the mayor said he will draft his own ordinance for City Council approval that the California Apartment Association fears will include the same elements as the ballot initiative with only minor modifications. The San Jose City Council on Tuesday approved guidelines for property owners to phase out the use of ratio-utility billing systems, also known as RUBS, to charge tenants for utilities.
The council greenlighted the phase-out process one month after voting to ban the use of RUBS in the city’s rent controlled housing, defined as buildings constructed before 1979 with three units or more.
Some property owners use RUBS to divide utility bills among tenants based on the number of renters in the building or square footage.

The California Apartment Association’s Orange County Division has been honored for its work with Families Forward to help end homelessness in the region.
The accolades came April 28 at the 2018 Spirit of Volunteerism Awards. CAA Orange County had been nominated for the award by Families Forward.
Matt Buck, vice president of public affairs for CAA Orange County, attended the ceremony.
“It was an amazing experience to have CAA recognized at Orange County’s largest event celebrating businesses and individuals who partner with nonprofits,” Buck said.

After hours of public testimony and debate, the San Jose City Council on Tuesday voted to eliminate RUBS in rent-controlled housing.
RUBS is short for ratio-utility-billing systems, which some property owners use to divide utility bills among tenants based on the number of renters in the building or square footage.
At Tuesday’s meeting, the council also approved changes to the city’s “just cause” eviction ordinance and an ordinance related to the Ellis Act. The council is expected to formally approve the changes with a another reading of the ordinances May 8.
Rent control activists submit signatures to qualify initiative
With a Costa-Hawkins repeal measure expected to qualify for November’s ballot, the California Apartment Association has launched a full-fledged campaign to defeat the initiative and prevent extreme rent control from returning to California.
The CAA-led Californians for Responsible Housing has unveiled the “Stop the Housing Freeze” campaign and companion website NoHousingFreeze.org.
The name of the CAA-led anti-repeal campaign and website reflect the certain impact of overturning Costa-Hawkins. Without Costa-Hawkins, cities will apply rent control to single-family homes and new multifamily housing and allow for permanent rent caps, even after changes in tenancy.… Read More
In response to storms and flooding last month, Gov. Jerry Brown on Thursday proclaimed a state of emergency that covers most of the Central Valley.
Brown’s declaration activates the state’s anti-price gouging law, which bans rent increases exceeding 10 percent while a state of emergency is in effect.
The declaration was issued for Amador, Fresno, Kern, Mariposa, Merced, Stanislaus, Tulare, and Tuolumne counties.
A new CAA-supported program that teaches women property management skills and helps them find jobs and housing has graduated its inaugural class.
The REstart training program was initiated by the Institute of Real Estate Management in partnership with Women’s Empowerment, a local nonprofit that helps women and their children regain a home through job training and other support services. It is modeled after a similar program offered in San Diego.

A state lawmaker this year is again trying to make it easier and cheaper for homeowners to build accessory dwelling units.
The building of accessory dwelling units — also known as granny flats or in-law units — is increasingly considered one of the more sensible ways to address California’s housing shortage.
And while this housing type is cheaper and quicker to build than a single-family home, the excessive fees and regulatory hurdles associated with granny flats remains a serious deterrent to construction.
