On Wednesday, Sept. 30, members of the rental housing industry are invited to take part in the third annual California Landlords’ Summit on Homelessness, Housing Outreach Partnership announced.
The event is being hosted by the Income Property Association of Kern, which is a Bakersfield-area chapter of the California Apartment Association.

Fresno Mayor Lee Brand, along with community groups across the Central Valley, have joined the opposition to Proposition 21, the extreme rent control measure going before California voters on Nov. 3 ballot.

“Prop 21 is the same bad idea the voters rejected in 2018,” Brand said. “It would give unelected rent boards unlimited power to create housing fees that would cripple the industry. Not only would increased fees hurt renters whose pocketbooks have already been hit because of COVID-19, mom and pop landlords who can’t pay their mortgages due to the pandemic would never recover.”

The city of Fresno will waive inspection fees for landlords when apartment checkups resume next month following a nearly six-month hiatus due to the COVID-19 pandemic.
The City Council voted 7-0 Thursday to restart residential interior inspections using virtual technology. Inspections have been suspended since March to prevent the spread of coronavirus to both renters and city staff.

Thanks to the efforts of the California Apartment
Association, a proposal to implement a permanent “just cause” for eviction
ordinance, and impose it at the beginning of tenancies, failed to move forward
Tuesday.
The proposal would have gone further than AB 1482, the
upcoming state law that applies its just-cause provisions only after tenants
have been in place for a fixed amount of time.

The city of Fresno next week will begin
levying harsher penalties against landlords who chronically violate city codes
at their rental properties.
The steeper fines, which go into effect Nov. 11, are reserved for property owners with more than 10 citations in one year — a distinction that will earn them the label of “serial violator.”
This month’s earthquakes in Southern California have
prompted new protections against rent-gouging.
The protections, which cap rent increases at 10%, are tied to states of emergency declared last week by Gov. Gavin Newsom.
Landlords at the 2019 California Landlords’ Summit on Homelessness last
week pledged 84 units toward housing Kern County’s homeless population.
The pledge builds on the success of last year’s inaugural summit, which
saw 60 units committed.
More than 300 landlords, property managers, and other rental housing
industry professionals attended this year’s event, held June 20 in Bakersfield.
The Income Property Association of Kern, a chapter of the California
Apartment Association, organized the event with the help of CAA, Adventist
Health Bakersfield, the Kern County Superintendent of Schools, and the Housing
Authority of the County of Kern.

A Reading Heart is a book-donation program dedicated to serving children in areas with limited access to books.

In response to storms and flooding last month, Gov. Jerry Brown on Thursday proclaimed a state of emergency that covers most of the Central Valley.
Brown’s declaration activates the state’s anti-price gouging law, which bans rent increases exceeding 10 percent while a state of emergency is in effect.
The declaration was issued for Amador, Fresno, Kern, Mariposa, Merced, Stanislaus, Tulare, and Tuolumne counties.
