An economics professor has concluded that a proposed rent control program in Pacifica could cost the city $2 million each year to implement.
Tom Means, a professor of economics at San Jose State University, shared this conclusion in an analysis of Measure C, the rent control proposal appearing on November’s ballot in Pacifica. Means, who serves on Mountain View’s newly formed Rental Housing Committee, prepared his report for the Coalition for Housing Equality.

The Redwood City City Council on Monday unanimously approved an ordinance prohibiting smoking in multifamily communities.
The ordinance applies to properties with more than two units and includes a ban on smoking inside units and all common areas. The smoking ordinance will officially take effect Jan. 1, 2019, for existing units and Jan. 1, 2018, for newly constructed units with a certificate of occupancy after Jan. 1, 2018.
CAA Tri-County does not oppose the efforts to promote smoke-free housing and protect residents from secondhand smoke.

During a meeting attended by more than 150 members of the rental housing industry, the Daly City City Council last week rejected the idea of rent control and a number of other onerous housing policies.
On a 3-1 vote on Sept. 25, the council also dismissed policies such as just-cause eviction, relocation assistance, mandatory acceptance of Section 8 vouchers and the creation of a rent registry.

Pacifica voters on Saturday received a thorough education on the flaws and consequences of the rent control proposal appearing on November’s ballot as Measure C.
Measure C is modeled closely after rent control and eviction control ballot measures rejected by voters last year in San Mateo and Burlingame.
Joshua Howard, senior vice president of the California Apartment Association, took part in Saturday’s panel discussion, as did Pacifica Vice Mayor John Keener and representatives of both No and Yes on Measure C campaigns. The breakfast-time discussion was hosted by the Pacifica-Daly City Democrats Club.

Despite objections from CAA, the Mountain View Rental Housing Committee on Monday declared Dec. 23, 2016, the effective date for the city’s rent control ordinance, even though the law remained on hold until spring of this year.
In addition to implementing rent control, Measure V rolled back rents charged after the effective date to levels collected in October 2015.

Landlords who didn’t attend Thursday’s meeting about proposed changes to San Jose’s rent control law will get two more chances to speak out.
In addition to yesterday’s meeting, the San Jose Housing Department has scheduled public meetings on rent control for 2 p.m. Thursday, Aug. 31, and 5:45 p.m., Sept. 14, in the City Hall Wing Rooms, 200 E. Santa Clara St.

Tenant advocates are trying to force Mountain View landlords to refund considerable amounts of rent money collected for the period during which a court-ordered postponement of the city’s rent control law was in effect.
The tenants coalition in Mountain View is pushing the city’s Rental Housing Committee to publicize Dec. 23 as the effective date of Measure V, the rent control law approved by voters in the November 2016 election.

The California Apartment Association is mobilizing its members to fight yet another push for stricter rent control in San Jose.
A year after the city lowered its annual cap on rent increases from 8 percent to 5 percent, staff has recommended scrapping the percentage-based cap for a formula based on the rate of inflation. This is the type of formula used in San Francisco.
