President-elect Joe Biden said Thursday he would urge Congress to extend the nation’s COVID-19 eviction moratorium through September while also providing an additional $30 billion in rental assistance.
The rent relief would be part of a nearly $2 trillion stimulus plan that also includes $1,400 payments to qualifying individuals. The proposals would bolster the $25 billion in rental aid and $600 stimulus payments in the COVID-19 economic relief package approved in December.
On Jan. 1, California landlords will experience a generational
shift in the way they do business.
The most significant changes come from the implementation of Assembly Bill 1482, a statewide rent-gouging ban and “just cause” for eviction law that will give California the nation’s most stringent statewide tenant safeguards.
Other tenant protections starting New Year’s Day include a
ban on blanket “No Section 8” policies, an increase in the noticing period for
certain rent increases, and a lower security deposit requirement for active
members of the U.S. military.

Don’t call it a men’s room. Or a women’s room. The era of the “all gender” restroom begins this spring, at least for public, single-user facilities.
Beginning March 1, 2017, if you have a single-user bathroom facility in your leasing office or other public area, it must be identified with signage as an “all gender” facility. The signage must comply with Title 24 regulations. Moreover, the bathroom must be designated for use by no more than one occupant at a time or for family or assisted use.

San Francisco lawmakers have introduced a pair of bills that would hamper a property owner’s ability to quit the rental housing business.
In the crosshairs of both pieces of legislation is the state’s Ellis Act.
Senate Bill 1439 by Mark Leno would bar property owners from using the Ellis Act until they’ve owned a property for at least five consecutive years. Moreover, it would prohibit a property owner from using the act on more than one property.

The Assembly Housing and Community Development Committee today stubbed out a bill by Assemblyman Marc Levine that would have banned smoking in apartments, condos and townhomes.
“Assembly Bill 746 would have created an enforcement nightmare for property managers while infringing on the privacy rights of law-abiding tenants,” said Debra Carlton, senior vice president of public affairs for the California Apartment Association. “We also want to remind Californians that property owners already have the right, thanks to legislation we sponsored, to ban smoking at individual properties.”
