The California Apartment Association this week issued a letter explaining its continuing opposition to a “free rent” bill to be heard in the Senate Judiciary Committee later this month.
AB 1436 by Assemblyman David Chiu, D-San Francisco, would make rental property owners defer rent payments for tenants who are either unable — or unwilling — to pay for housing during the COVID-19 pandemic.

The rent-deferral period would last until April 1, 2021 or until 90 days after the state’s COVID-19 state of emergency is lifted – whichever comes first.

The California Apartment Association this month co-hosted a virtual housing summit for multifamily housing developers in the Placer County region.
The July 24 meeting attracted elected officials from Placer County, Roseville and Rocklin, as well as city and county staff, and multifamily developers.
During the meeting, developers, elected officials, and staff discussed ways to reduce financial and regulatory barriers to market-rate and affordable multifamily housing projects. They also discussed how the region should explore a “right sized” approach to fee schedules for multifamily units, such as possibly using a per-square-foot calculation of fees versus a per-unit calculation.

A tenant’s guest shoots and kills someone at the rental property.
Another tenant threatens to behead the landlord.
And a third renter runs a prostitution ring out of the unit.
In each case, the landlord pursues an eviction, and each time, the judge says no.
These are just some of the eviction-worthy situations that have gone nowhere since April 6, when the California Judicial Council suspended virtually all unlawful-detainer proceedings in the state.
In the cases above, the landlords pointed to the Judicial Council’s exception for threats to health and safety.
The plaintiffs were still denied.
The justification? Rule 1… Read More

The tool now includes a drop-down menu with county names. Simply select the county where your property is located to find out the local Consumer Price Index. Previously, users needed to type in the ZIP code of their property’s location for the CPI.
AB 1482 took effect Jan. 1, 2020, and imposes rent increase limits of 5% plus CPI on most residential rental properties in the state.
The CPI you must use under AB 1482 is specifically defined and generally requires… Read More

The California Apartment Association last week joined the city of Sacramento in its lawsuit to keep a draconian rent control initiative off the November 2020 ballot.
Like the city, CAA opposes the far-reaching rent control measure, which traces back to 2018, when local tenant activists tried to qualify a rent control initiative for November of that year. Although rent control proponents failed to collect enough signatures for the fall, they kept circulating their petition and ultimately qualified the initiative for the November 2020 election.
The ballot arguments against Proposition 21 in the Nov. 3 voter guide will come from Californians for Responsible Housing, a campaign committee created by the California Apartment Association.
California Secretary of State Alex Padilla
Secretary of State Alex Padilla selected the arguments from Californians for Responsible Housing last week, making it the official campaign of record against the extreme rent control proposition.
November’s election marks a second housing-policy showdown between Californians for Responsible Housing and anti-housing activist Michael Weinstein.
Two years ago, Weinstein used his AIDS Healthcare Foundation to bankroll a radical rent control measure that appeared on the November ballot… Read More
