After facing aggressive opposition from the California Apartment Association, a draconian initiative to impose rent control and just-cause eviction policies in Sacramento has failed passage. In Tuesday’s election, 61.8% of voters rejected the initiative, Measure C. By defeating Measure C, CAA has protected Sacramento’s rental housing industry from San Francisco-style rent control and just-cause eviction protections. Among other things, Measure C threatened to: Roll rents back to February 2018 levels. Limit increases to CPI with a 2% floor and 5% ceiling. Once again, the California Apartment Association has helped keep extreme forms of rent control out of the state. Thanks largely to a campaign led by CAA, voters in Tuesday’s election rejected Proposition 21, the statewide ballot measure that would have invited back the radical rent control policies that proliferated in the 1970s and ’80s. Costa Mesa has become the latest city in Orange County to launch a rental assistance program to help tenants affected by COVID-19. The San Mateo County Board of Supervisors has adopted a grant program to provide relief to landlords who’ve experienced lost rent due to the COVID-19 pandemic. The California Apartment Association helped develop the Small Residential Property Owners Program, which supervisors adopted Sept. 15. The program will assist landlords in recouping rental income that’s gone unpaid during the county-enacted eviction moratorium from March through August.

After hearing from CAA and its members, Contra Costa County supervisors this week rejected a proposal that would have banned at-fault evictions and expanded the county’s COVID-19 eviction moratorium to tenants who violate their lease. The 4-1 vote Tuesday came after four hours of public debate, including an overwhelming number of public testimonies from rental housing providers.

The California Apartment Association last week submitted comments to the Fair Employment and Housing Council, which is considering a new round of fair housing regulations. The Fair Employment and Housing Council is part of the California Department of Fair Employment and Housing (DFEH).  The council issues regulations to ensure that the state’s Fair Employment and Housing Act and other laws enforced by DFEH are interpreted and implemented fairly and protect the public to the full extent of the law.

The Los Angeles City Council this week postponed a decision that could nearly double the city’s annual apartment inspection fee. The council had been scheduled to vote on the proposed fee increase Wednesday. The delay came after CAA recently issued a letter outlining its opposition to the proposed fee hike. Among other things, the letter pointed to the poor timing of raising fees during the COVID-19 pandemic. The city agreed to revisit the matter at an undetermined date.
