After working with the apartment industry, the Burlingame City Council on Tuesday, July 7, voted to prohibit smoking inside multifamily units.
The 4-1 vote came after four months of discussions between the California Apartment Association’s Tri-County Division and the city.
CAA Tri-County’s objective centered on drafting an ordinance that would achieve Burlingame’s goal of protecting multifamily residents from second-hand smoke while also offering the clarity needed to minimize impacts on rental property owners and managers.

Heading to the Assembly floor is a bill aimed at ensuring tenants check their rental agreements before subletting their apartments via short-term home-sharing websites.
While subletting is typically forbidden in rental agreements, and can even lead to eviction, many tenants don’t know this.

Apartment owners and managers can plug in to new research on electric-vehicle charging stations in rental housing communities.
The 40-page Electric Vehicle Charging in Apartment-Based Housing report outlines the challenges and opportunities involved in installing EV stations.
Two consulting companies, EV Charging Pros and LightMoves, prepared the report after gathering information from stakeholders, including members of the California Apartment Association’s Tri-County Division.
Funding for the work, which also includes this PowerPoint presentation (downloadable as a pdf), came from NOVA Workforce, a nonprofit employment and training agency.

The state Senate this week passed a bill that would designate housing as substandard when mold is visible, however, the author says she will amend the legislation to address landlords’ concerns.

The state Senate on May 28 approved a pro-landlord bill that would help regulate short-term vacation rental companies such as Airbnb, HomeAway and Flipkey.

The Santa Rosa City Council on Tuesday postponed its vote to ban smoking in multifamily residences, opting instead to rework parts of the proposal so that it’s more amenable to the apartment industry.
The council had received numerous letters from local property owners, and a few voiced their concerns at Tuesday’s meeting.
For the past few months, the California Apartment Association, including its North Coast Division, has worked closely with the city to develop an ordinance that balances the needs of rental property owners and the health and safety needs of residents.

Huntington Beach officials on Monday rejected a moratorium on apartment development along an important stretch of the city.
The City Council voted 4-2, with one abstention, against halting apartment construction in the Beach-Edinger Corridor Specific Plan.
The council, however, directed staff to reduce the number of units that can be developed along the Beach Boulevard and Edinger Avenue corridors.
“This is a reasonable direction considering the alternative,” said Tommy Thompson, executive director of the California Apartment Association’s Orange County Division. “This vote came after a successful advocacy effort on the part of CAA and our coalition partners.”

Under California law, smoke detectors with disposable batteries are vanishing from store shelves.
