Chief Justice Tani Cantil-Sakauye on Friday announced that California’s Judicial Council will vote “very soon” whether to sunset its emergency suspension of virtually all unlawful-detainer cases throughout the state. The announcement came during the Judicial Council’s regularly scheduled meeting Friday, July 24.

The California Apartment Association today vowed to fight anti-housing activist Michael Weinstein’s efforts to have Gov. Gavin Newsom and the state Legislature suspend the Costa-Hawkins Rental Housing Act, California’s most important landlord-protection law. As renters struggle to make timely payments to landlords during the COVID-19 crisis, rental property owners will find it difficult if not impossible to cover their property taxes on time.  That’s why the California Apartment Association has joined more than 50 other organizations in asking Gov. Newsom to partially suspend Revenue and Taxation Code sections 2618 and 4103. Such a move would give taxpayers, including owners of rental housing, until July 15 to pay the second installment of their property taxes, which is now due April 10. Gov. Gavin Newsom on Wednesday announced that most major banks will provide mortgage relief to property owners, a development that also will benefit independent rental owners experiencing financial hardships due to COVID-19. Gov. California Gov. Gavin Newsom has issued an executive order making it clear that local governments can impose eviction protections for tenants who are unable to pay their rent because of the coronavirus or loss of income as a result of the outbreak. The California Apartment Association applauds the governor and state Legislature for approving AB 101, a budget trailer bill expected to make headway against both the housing and homelessness crises. Passed by lawmakers earlier this summer and signed by the governor last week, the bill will provide dollars for housing while imposing penalties against cities that refuse to build their fair share of homes. When lawmakers return from their summer recess Monday, they’ll have an opportunity to build on the strengths of this “carrot and stick” approach to housing production.

California’s new governor is taking a multi-pronged approach to the state’s housing crisis that would remove barriers to construction, add financial incentives for cities and counties to build, and bring heftier penalties to those that don’t build their fair share. In total, Gov. Gavin Newsom’s proposed budget includes $7.7 billion across multiple departments and programs to address housing and homelessness issues across the state.

As wildfires continue to rage across California , Gov. Jerry Brown has extended price gouging bans — which include rent increases over 10 percent — in areas of both Southern and Northern California. In Southern California, Brown last week declared new states of emergency for Riverside and Orange counties in response to the Holy Fire, which sparked Monday and threatens thousands of homes and other structures.
