After hearing from members of the California Apartment Association, the Downey City Council this week unanimously rejected a local rent control proposal. Earlier this week, local rental housing providers, spearheaded by CAA, emailed City Council members in the Los Angeles suburb and urged them to reject local rent control.

Once again, the California Apartment Association has helped keep extreme forms of rent control out of the state. Thanks largely to a campaign led by CAA, voters in Tuesday’s election rejected Proposition 21, the statewide ballot measure that would have invited back the radical rent control policies that proliferated in the 1970s and ’80s. In Tuesday’s election, voters will decide the future of California’s rental housing industry. The apartment and rental home business faces an existential threat with Proposition 21, a statewide rent control measure that threatens to dismantle California’s most important landlord-protection law. At the same time, strict rent control measures are going before voters in the cities of Sacramento and Burbank.

Supporters of extreme rent control have released “misleading” TV commercials promoting Proposition 21, according to fact checks by news media organizations throughout California. Proponents of Prop 21 are attempting to bring back the radical forms of rent control that proliferated in California in the 1970s and ’80s. The list of California newspapers urging voters to reject radical rent control on the Nov. 3 ballot continues to grow. More than 100 elected leaders from throughout California this week announced their opposition to Proposition 21, the extreme rent control measure going before California voters in the Nov. 3 statewide election. The list of officials opposing radical rent control measure includes county supervisors, mayors, city council members, city clerks and board members. According to the Legislative Analyst’s Office, Prop 21 could result in a decline in property values which in turn would result in the potential loss of tax revenue. The Sacramento Bee this weekend urged voters to reject Measure C, the local rent control measure on the city of Sacramento’s Nov. 3 ballot. The newspaper notes that Measure C should not even be appearing before city voters. Besides weighing in on Proposition 21, residents in two California cities will get to vote on local rent control initiatives, too. In the Nov. 3 election, voters in Sacramento and Burbank will decide the fate of Measures C and RC, respectively.

The California Apartment Association’s Los Angeles County staff this week briefed Burbank’s independent rental operators about Measure RC, the city’s 2020 rent control ballot initiative. During the online meeting, CAA staff sought to inform and engage the audience and rally their support for the “No on RC” campaign. The meeting covered the most restrictive components of the measure, such as limiting annual rent increases to CPI (0.7% earlier this year), $20,000 tenant relocation fees and the removal of vacancy decontrol should Proposition 21 also pass in the Nov. 3 general election.
